Quick Summary

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), has issued a Notice of Intent to Award a Sole Source BOA Call for VIBRATOR, ABSORBER components. The USCG intends to negotiate with Sikorsky Aircraft Corporation (CAGE Code 78286), the Original Equipment Manufacturer (OEM), under Basic Ordering Agreement SPE4A1-22-G-0005. This requirement is unrestricted, as the small business set-aside has been dissolved. Quotations from responsible sources are due by March 23, 2026, at 2:00 P.M. EST.

Scope of Work

This requirement is for 10 Each of VIBRATOR, ABSORBER components (NSN: 1560-01-140-6711, Part Number: 70219-02106-041). These components are essential for the USCG's MH-60T helicopter fleet. Delivery is requested within 200 days after receipt of order (ARO), with early shipments encouraged. F.O.B. point is Origin, and inspection and acceptance will be performed at origin by DCMA.

Contract & Timeline

  • Type: Special Notice (Notice of Intent to Award Sole Source BOA Call)
  • Set-Aside: Unrestricted (Small business set-aside dissolved)
  • NAICS: 336413 (Aircraft Manufacturing) with a size standard of 1,250 Employees
  • PSC: 1560 (Airframe Structural Components)
  • OEM: Sikorsky Aircraft Corporation (CAGE Code 78286)
  • Response Due: March 23, 2026, 2:00 P.M. EST
  • Published: February 20, 2026

Justification for Sole Source

The USCG's decision to pursue a sole-source acquisition is based on FAR 12.102(a), as Sikorsky Aircraft Corporation is the OEM and the only source for these specific items. Sikorsky owns the technical data, specifications, and drawings for these complex components, which require unique production techniques. These are the only components approved by the USCG's Aircraft Configuration Control Board for the MH-60T helicopter, and the USCG has assigned an Acquisition Method Code (AMC) of 3, indicating direct acquisition from the manufacturer. Price determination will involve market research, comparison with previous purchases, current price lists, and the contracting officer's knowledge.

Response Information

This notice is not a request for competitive proposals. However, all responsible sources may submit a quotation to Riley.A.Ayers@uscg.mil and mrr-procurement@uscg.mil with "70Z03826QJ0000102" in the subject line. Submissions received by the deadline will be considered. The Government retains discretion on whether to compete the procurement based on responses. Award will be made upon determination of fair and reasonable pricing.

Additional Notes

System updates in SAM.gov may lag policy updates. Entities are not required to update their registration for certain representations (e.g., 52.222-25, 52.212-3(d), 52.212-5, 52.213-4) as contracting officers will not consider or enforce them for award decisions.
