Delphinus Engineering Inc., Newtown, Pennsylvania, was awarded a $14,549,938 cost-plus-incentive-fee contract for the development, fabrication, production, integration, and testing of the Victoria Class Bow Array and Lift System. This contract includes options which, if exercised, would bring the cumulative value of this contract to $36,979,203.
10 U.S.C 3204(a)(4) and 10 U.S.C 3204(a)(1) provide authority for NAVSEA to award the anticipated contract to Delphinus utilizing other than full and open competition. The VCBA International Partner has directed the United States to procure the VCBA from Delphinus; therefore Delphinus will be the sole source provider for the above efforts in accordance with 10 U.S.C 3204(a)(4). In addition, with respect to the option years, Delphinus is the only qualified source with the requisite technical expertise and knowledge to perform the VCBA effort without significant disruption to the program schedule; therefore Delphinus will be the sole source provider in accordance with 10 U.S.C. 3204(a)(1).
