Performance Work Statement (PWS)

This PWS outlines the requirements for a 3-year digital Video Communications program for high school students. The program aims to prepare students for careers in the Audio/Video Technology industry and achieve industry certification in Premiere Pro video editing software.

• Provide commercial-off-the-shelf (COTS), 100% cloud-based/digital student and teacher resources for the Video Communications I course.

• Resources must be aligned with DoDEA Video Communications Standards and Competencies, and the Adobe Certified Associate (ACA) for Premiere Pro.

• Courseware should cover concepts and equipment for video production, including filming, composition, editing, lighting, and audio/graphics.

• Include simulations, concept reviews, and project assignments to prepare students for ACA certification.

• Provide digital teacher resources such as lesson plans, instructor guides, tests, and project ideas.

• Offer technical support, virtual product training, and correlation to standards and exam objectives.

• Resources must be accessible 24/7/365, with no more than one unscheduled downtime per semester.

• Technical support must acknowledge requests within two hours and resolve 90% within one business day.

• All digital resources must be PWS-compliant and meet specific technical requirements (e.g., browser compatibility, system specifications).

• The contract is expected to be for a base year with four option years.

• Work shall be performed at the Contractor's facilities.

• Resources must be cloud-based and compatible with DoDEA's learning management system (LMS) and Google Classroom, utilizing single sign-on (SSO).

• Adherence to cybersecurity requirements, including FedRAMP Level 2 standards, is mandatory.

• Contractor personnel must be US citizens and complete DoD Privacy Act training.

• Data developed under the contract remains the property of the Government.

• Resources must be free of bias and comply with Section 508 accessibility standards.

This is a pre-solicitation notice (synopsis) for commercial off-the-shelf (COTS), 100% digital courseware for "Video Communications I" for students and teachers, including related professional learning and technical support. The Department of War Education Activity (DoWEA) is seeking instructional resources based on research-based best practices.

• Anticipated contract type: Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: 5-year base period (June 22, 2026 – June 23, 2031).

• Acquisition will be conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and Simplified Acquisition Procedures.

• Vendors should NOT submit quotes until the solicitation is posted.

• Anticipated solicitation posting date: On or about May 1, 2026.

• Anticipated award date: On or about June 24, 2026.

• This requirement will be processed as a total small business set-aside.
