Scope of Work
NAWCAD Lakehurst supports Naval operations by procuring various commodities, including "Radio And Television Communication Equipment, Except Airborne" (PSC 5820). The BPAs will facilitate the acquisition of supplies on an as-needed basis. Vendors will deliver supplies as per individual BPA Call/purchase orders, which will be firm fixed-price. Export Control Drawings may be utilized, requiring a valid DD Form 2345 certification.
Contract & Timeline
- Type: Blanket Purchase Agreements (BPAs) under Simplified Acquisitions Procedures (FAR Part 13).
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- BPA Master Dollar Limit: $4,999,999.00 for five (5) years.
- BPA Call Limit: Individual calls shall not exceed the purchaser's warrant level, with a maximum of $250,000 per call. Individual call orders shall not exceed the Simplified Acquisition Threshold or $7.5M under FAR 13.500.

Submission Requirements
Interested parties must submit the following via email to karin.a.quagliato.civ@us.navy.mil (include N6833525Q0321 in the subject line):
- Cage Code and Unique Entity Identifier (UEID) Numbers for SAM verification.
- Capabilities Statement: Detailing the company's primary business practice/trade, and whether it is a manufacturer or a supplier/distributor.
- DD Form 2345: A copy of the current, approved form if applicable for export control drawings.
Evaluation & Award
- BPA Issuance: Responsibility determinations will be conducted in accordance with FAR Part 9.104. The Non-manufacturer rule (FAR Part 19.505(c)) applies, requiring non-manufacturers to have no more than 500 employees.
- Individual Calls: Award will be made to the lowest priced, technically acceptable offeror, or the lowest priced offer received unless otherwise stated in the RFQ.
Additional Notes
Multiple BPAs will be issued, and vendors will be added on a rolling basis throughout the BPA commodity program's lifetime. Once a BPA is issued, no further submissions are needed for subsequent postings. There is no minimum or maximum Government obligation. Vendors will receive solicitations via email from NAVAIR_Acquisition@us.navy.mil, using the new Lakehurst BPA Tool, which does not support reverse auctions. BPAs may be cancelled for inactivity or poor performance.
