This solicitation (FA469026Q0030) is for the procurement of Air Traffic Control (ATC) Intercom System services. The services are to be provided in accordance with the attached Performance Work Statement (PWS).

• Provide ATC Intercom System services.

• Services must be in accordance with Attachment 1 - PWS ATC Intercom System, dated 11 May 2026.

• The work involves installation of the ATC Intercom System.

• Pricing Arrangement: Firm Fixed Price.

• Product Service Code: N059.

• The contract is a "Total Small Business Set-Aside" (100%).

• NAICS Code: 238210 (Electrical Contractors and Other Wiring Installation Contractors).

• Size Standard: USD 19,000,000.00.

• Period of Performance: 180 Calendar Days from Date of Award.

• Offerors must submit one quote via email.

• Quotes must include a completed and signed RFQ (SF 1449), a breakdown of pricing for materials, and a written technical proposal demonstrating the approach to fulfilling the PWS.

• The technical proposal must include comprehensive technical specifications and a complete project schedule detailing execution strategy and timeline.

• Offerors must hold prices firm until 30 September 2026.

• Quotes are due no later than 25 June 2026, 12:00 PM MDT.

• Evaluation will be based on Price and Technical Acceptability.

• A site visit is scheduled for 16 June 2026 at 9:00 AM MDT. Attendance confirmation is required by 15 June 2026.

• Questions must be submitted in writing via email no later than 18 June 2026, 12:00 PM MDT.

• This acquisition is a 100% set-aside for Small Business.

• The solicitation incorporates FAR clauses by reference and in full text, including those related to payment, contract administration, and small business programs.

• DFARS clauses are also incorporated by reference.

• Specific clauses address electronic submission of payment requests (WAWF), health and safety on government installations, and contractor access to Air Force installations.

Performance Work Statement (PWS)

To install and test a new intercom system with audio and visual capabilities on the 2nd, 3rd, 6th, and 8th floors of the air traffic control tower (Building 7104) at Ellsworth Air Force Base, South Dakota.

• Remove all existing, inoperable intercom equipment and wiring.

• Replace the existing telephone in the 1st-floor entrance foyer with a new call button featuring audio and video capabilities. This button should be programmed to call the tower cab (8th floor) first, and if unanswered, call the 2nd, 3rd, and 6th floors individually.

• Install new intercom stations with 2-way audio/visual capabilities on the 2nd, 3rd, 6th, and 8th floors.

• Ensure all stations can call each other.

• Securely attach new equipment to walls, potentially installing small shelves if devices are desktop.

• The system must be closed, AC-powered, and not require internet dependency.

• The system will not be used to lock/unlock the front door.

• Provide operating instructions and training for the new system to the control tower primary or alternate facility manager.

• Install all equipment, cords, and parts professionally and repair any damage caused by installation.

• Ensure all equipment meets USAF requirements and is sourced from authorized vendors.

• The intercom must provide clear audio and visual communication.

• The call button must function as programmed for calling tower cab and individual floors.

• All installed equipment must meet USAF requirements.

• The service must be completed within 180 calendar days of contract award.

• Location: Air traffic control tower, Building 7104, Ellsworth Air Force Base, South Dakota.

• Site Visit: A site visit will be offered to review the existing system and take measurements.

• Warranty & Instructional Documents: To be provided to the 28th Contracting Squadron and Installation Deployment Officer.

• Site Restoration/Debris Removal: Contractor must restore damaged areas and remove all debris.

• Hazardous Materials: Disposal must comply with federal, state, and local regulations. HAZMART approval is required for hazardous materials.

• Security: Contractor personnel will be escorted at all times within the controlled area. Photography of the airfield is prohibited.

• Base Access: Employees must have valid state-issued, REAL ID Act compliant identification. IEAL will be provided at contract award.

• Vehicle Operations: Vehicles must have valid registration, inspection, and insurance. Drivers must have a current Driver's License.

• Hours of Operation: Normally 07:30 AM to 4:00 PM, Monday-Friday, unless otherwise coordinated.

• Safety and Health: Must comply with OSHA requirements.

Wage Determination

This document is a Wage Determination (WD 2015-5367 Rev 31) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, dated May 13, 2026. It specifies the minimum wage rates and fringe benefits required for various occupations performing work under the Service Contract Act in the South Dakota counties of Custer, Meade, and Pennington.

• Occupational Listings: The document provides a comprehensive list of occupations, each with a corresponding minimum hourly wage rate.
• Fringe Benefits: It states that fringe benefits are required and follow the occupational listing. Specific health and welfare rates are provided: $5.55 per hour (or $222.00 per week/$962.00 per month) and an additional rate for EO 13706 ($5.09 per hour, $203.60 per week/$882.27 per month).
