Scope of Work
This requirement involves the relocation and repair of the existing Video Monitoring System (VMS) and Access Control equipment. Specific tasks include:
- Relocating VMS and Access Control equipment from Bldg. 1623, Rm 113 to Bldg. 1623, Rm 104.
- Repairing/replacing Access Control Components on Bldg. 1623, Front Door (DR140) and Restricted Area 6 entry (DR20).
- Providing direct guidance, education, and training to JT4, LLC personnel on current VMS and BAS Systems for future local support.
- Purchasing approximately 150 feet of additional wire for relocation.
- Configuring, testing, and ensuring functionality of relocated equipment.

Sole Source Justification & Special Requirements
The Air Force intends to award this contract to Condortech Services, Inc. due to their unique expertise as the original installer of the state-of-the-art, customized VMS and Access Control System in 2022. Utilizing any other contractor would introduce unacceptable risks of system interference, physical damage, and critical service disruptions, and would void existing manufacturer warranties. The system is highly proprietary, with no authorized third-party resellers or certified service providers available. Procuring a new system would result in a substantial duplication of costs, estimated at $375,000.
Government Transition Plan
To reduce future reliance on sole-source actions, Condortech Services, Inc. will provide on-the-job training to the existing on-site support contractor (JT4) during this relocation. This will enable JT4 to assume future routine maintenance and on-site support, with CTS providing remote technical support and proprietary parts for subsequent requirements.
