Village Power Communication Line Re-Routing

Statement of Work (SOW) / Performance Work Statement (PWS)

To relocate and reorganize the Village's existing above-ground electrical and communication distribution network into an underground conduit system. This aims to improve reliability, safety, long-term maintainability, and enable future expansion.

• Install four, Ø110 mm underground PVC conduits for power and communication lines.

• Excavate a 14-meter trench (80-90 cm depth, 45 cm width) compliant with IEC 60364552 and Romanian standards.

• Ensure conduits are installed empty, capped, and unobstructed.

• Comply with NEC, IEEE, local utility standards, and site-specific requirements.

• Conduct compaction testing, depth verification, and documentation.

• Provide daily progress update emails.

• Remove and dispose of previous conduit lines.

• Install a 10 cm sand bedding layer and backfill with 21 cm of sand, followed by 37 cm of crushed aggregate.

• Install warning tape 30 cm above conduit crown.

• Restore the surface with a 22 cm concrete slab matching adjacent surfaces.

• Implement site protection, erosion control, and restoration measures.

• Fill a specific hole located in Figure 2.

• All work must comply with NEC, IEEE, local utility standards, and site-specific requirements.

• Compaction testing, depth verification, and documentation are required.

• Daily progress reports in PDF format.

• Work to be executed between 9 AM and 5 PM.

• No concrete pouring during suspected storms.

• Period of Performance: 14 working days from Notice to Proceed.

• Place of Performance: Within Village boundaries at existing concrete pad cable tray locations and approved underground routing corridors.

• Contractor to provide all labor, materials, equipment, supervision, tools, vehicles, machinery, conduits, PPE, surveying/testing equipment, and waste disposal/restoration materials.

• Comply with USG and RoAF security protocols (submit base access requests 7 days in advance).

• Implement a comprehensive safety plan (OSHA-compliant, daily briefings, proper shoring, accident reporting).

• Provide a minimum 12-month warranty on workmanship and materials.

• Deliverables include: Underground routing plan, construction drawings, material submittals, technical data sheets, and as-built drawings.

• USG & RoAF may provide access, coordination, review/approval, and oversight, but no tools, materials, or labor unless specified.

The objective of this project is to relocate and reorganize the Village's existing above-ground electrical and communication distribution network into an underground conduit system. This aims to improve reliability, safety, long-term maintainability, and enable future expansion.

The Contractor shall provide all labor, materials, equipment, and supervision to install four, Ø110 mm underground PVC conduits. This involves rerouting power and communication lines from the current above-ground cable tray system to a new underground network. Key tasks include:

• Installing appropriately sized conduits.

• Ensuring all conduits are left empty, capped, and unobstructed.

• Complying with NEC, IEEE, local utility standards, and site-specific requirements.

• Excavate a trench 14 meters long, 80-90 cm deep, and minimum 45 cm wide.

• Install four Ø110 mm PVC conduits in a 2x2 configuration with specified spacing.

• Provide a 10 cm sand bedding layer and 10 cm sand cover above conduits.

• Install warning tape above the sand layer.

• Backfill with well-graded soil and cap with concrete.

• Maintain required horizontal and vertical clearances from existing utilities.

• Provide a drawstring in each conduit.

• Implement site protection, erosion control, and restoration measures.

• Maintain daily progress logs and submit daily work reports in PDF format.

• Period of Performance: 14 working days from Notice to Proceed (NTP).

• Place of Performance: Within the Village boundaries at existing concrete pad cable tray locations and approved underground routing corridors.

• Contractor-Furnished Equipment/Information: All tools, equipment, conduits, PPE, surveying/testing equipment, waste disposal, and site restoration materials.

• Security Requirements: Comply with USG and RoAF security protocols, submit base access requests 7 days in advance, ensure proper identification, and follow controlled-area procedures.

• Safety: Implement a comprehensive safety plan including OSHA-compliant practices, daily briefings, proper trenching/shoring, and incident reporting.

• Warranty: Minimum 12-month warranty on workmanship and materials from final acceptance.

• Underground routing plan and construction drawings.

• Material submittals and technical data sheets.

• As-built drawings showing conduit paths, depths, and cable identification.
