• Standalone VBM: Only one Standalone Vindicator Badge Manager (VBM) is needed for Building 4837. The government already has one installed.

• ACS v5's Upgrade & Relocation: Three additional ACS v5 units identified in Building 4413 (serving as Event, Enrollment, and Central managers) require firmware updates and will be moved to Building 4837 for permanent installation by July 1, 2026.
• Firmware Version: The required firmware upgrade for ACS v5's is from version 3.2.23 to 4.5.2 VR22.
• ACS Panels: Confirmed that a total of 8 ACS panels (5 from SOW, 3 from site survey) need to be upgraded.
• Data Transfer: The database and related files from the current VBM must be migrated to the new VBM to retain badge design and user information. Recreating this data is not an option.
• Badge Design Migration: The current badge design is to be migrated to the new VBM.
• System Clearance: The Vindicator system itself is unclassified, but it is located within a Top Secret (TS) facility.
• System Design Simplification: The government is willing to simplify the design for the three additional ACS panels (central manager, event manager, enrollment manager) during the upgrade.

Statement of Work (SOW)

To upgrade the currently installed Honeywell-Vindicator Integrated Access Control System (ACS) and Intrusion Detection System (IDS) to ensure full Windows 10 compatibility.

• Furnish and install a new Vindicator Security Server.

• Install one new Badge Manager workstation.

• Install associated software and firmware.

• Provide all management, labor, transportation, materials, and equipment for the upgrade.
