Purpose & Scope
This requirement is for EMR services, including specific types such as EMTB, EMTF, AEMT, AEMF, EMTP, and EMPF, to support wildland fire and all-hazard incidents. Resources must meet established criteria, including required licenses, certifications (e.g., RT-130, ICS-100, NIMS IS-700), and specific equipment as detailed in Exhibit M. Vehicles must comply with state and federal laws, and personnel must be able to communicate in English. Licensure and certification must adhere to the state laws of any state where a resource order is accepted.
Contract Details
This solicitation will result in Multiple Award I-BPAs. The period of performance is 2 years from the date of award, subject to annual review modifications. No orders or payments are guaranteed. Proposed rates must be all-inclusive, covering labor, equipment, supplies, taxes, overhead, and profit. This is a full and open opportunity.
Submission & Evaluation
Quotes must be submitted electronically through the VIPR NextGen application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. Vendors must be registered in SAM.gov. Evaluation will be based on operational acceptability, price reasonableness, and past performance dependability risk. Awards will be made to responsible quoters whose submissions are most advantageous to the Government. Offerors must submit technical quotes, including pictures/documents demonstrating operational acceptability, and hold prices firm for 60 calendar days.
Onboarding Process & Clarifications
This amendment re-opens the original solicitation for an Onboarding period, which is not a new procurement action but conducted under the original solicitation's terms. Award decisions during Onboarding will use the same evaluation factors and sub-factors as the original solicitation, and any new I-BPA awards will be identical in terms and conditions. The open season runs concurrently with the USFS Contracting Officer’s annual I-BPA review. Existing I-BPA awardees may revise rates or add new resources, and new Offerors meeting eligibility requirements may submit quotes. Individuals cannot be listed on more than one vendor's agreement. Medical Director authorization is required for EMR resources, and resource down-typing is not permitted.
