Scope of Work
This solicitation seeks heavy equipment, including dozers, excavators, and tractor plows, along with their transports, for local, regional, and national fire suppression, all-hazard incidents, and prescribed fire project work (e.g., Burned Area Emergency Response - BAER). Equipment must meet specific safety and operational standards (e.g., ROPS/FOPS/OPS, lighting, radios, fire extinguishers). Operators are required to meet training and experience requirements, including annual fireline refreshers and potentially Commercial Driver's Licenses, and must communicate in English.
Contract Details
This is a Multiple Award Incident Blanket Purchase Agreement (I-BPA) with an estimated value of $34,000,000.00. Agreements are valid for two years from the original award date, with annual review modifications. No orders or payments are guaranteed. The current re-opening is for an Onboarding period, not a new procurement, and will result in I-BPA awards identical in terms and conditions to the original agreements.
Submission & Evaluation
Quotes must be submitted through the VIPR NextGen application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. Vendors must be registered and active in SAM.gov. Evaluation factors include operational acceptability, price reasonableness, and past performance dependability risk, using the same criteria as the original solicitation. A 5% socioeconomic status advantage may be applied. Technical quotes require specific pictures and documentation. This acquisition is 100% Small Business Set-Aside, and awards are prohibited for U.S. Government Entities, those with tax delinquency, or felony convictions.
Additional Notes
The open season Onboarding period runs concurrently with the USFS Contracting Officer’s annual I-BPA review (Rollover process). Existing I-BPA awardees may revise rates, modify resources, or add new resources. New Offerors meeting eligibility requirements may submit quotes.
