Solicitation / RFP / RFQ

This solicitation seeks to obtain Heavy Equipment (dozers, excavators, and tractor plows) and transports for use in local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The Blanket Purchase Agreements (BPAs) resulting from this solicitation may also be used by multiple State and Federal wildland fire agencies. The government is procuring these services to ensure adequate resources are available to meet its needs, particularly during incident activity.

• Equipment Types: Dozers, Excavators, Tractor Plows, and Transports.

• Equipment Specifications: Detailed requirements for each equipment type are provided, including horsepower, weight, safety features (ROPS/FOPS/OPS), lighting, radios, and specific blade types for dozers and excavators.

• Personnel Requirements: Minimum training (RT-130 Annual Fireline Refresher), English speaking proficiency, and work/rest guidelines are mandated.

• Safety: Adherence to safety standards, including heat stress prevention, smoke and carbon monoxide awareness, seat belt usage, and personal protective equipment (PPE) is required.

• Noxious Weed Control: Equipment must arrive at the incident washed and free of noxious weed seeds.

• Aquatic and Invasive Species (AIS) Prevention: Adherence to NWCG publication PMS 444 is required.

• Contract Type: Multiple agreements (Individual BPAs) will be awarded.

• Period of Performance: Agreements are valid for 2 years from the date of award, with annual review modifications.

• Estimated Value: The NAICS code is 115310 with a Size Standard of $34,000,000.00.

• Ordering: Orders are not guaranteed and are placed through the Virtual Incident Procurement (VIPR) Next Gen System.

• Submission: Quotes must be submitted through the VIPR Next Gen Vendor Application.

• Evaluation Factors: Quotes will be evaluated based on operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• Dispatch Priority: Ranking for dispatch will be determined by a combination of factors including price, advantages (e.g., blade type), and socioeconomic status.

• Key Deadlines: Offerors must hold prices firm for 60 calendar days. Questions must be submitted at least five (5) days prior to any pre-quote meeting.

• This acquisition is set aside for Small Business (100%).

• Specific socioeconomic categories (HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business, Economically Disadvantaged Women-Owned Small Business, 8(A)) are indicated in Block 10 of the SF-1449.

• Vendors must be registered in the System for Award Management (SAM).

• The solicitation incorporates numerous FAR and DFARS clauses by reference.

• A pre-quote meeting may be held (date to be determined).

• Exhibit M provides the Heavy Equipment Vendor Certification Form.

Amendment / Modification

• Re-opens Solicitation 129569R23Q7000 for an open season Onboarding period.

• Vendor quote responses are now due by 04/26/2026 at 17:00 PST.

• Responses must be submitted through the "VIPR NextGen" application.

• This amendment is for Miscellaneous Heavy Equipment for Region 5 - Pacific Southwest Region.

• It re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements.

• Onboarding is not a new procurement action but is conducted under the terms of the original solicitation.

• Award decisions during open season Onboarding will use the same evaluation factors and sub-factors as the original solicitation.

• New I BPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• Significant changes to evaluation factors or contract terms are not anticipated.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• The open season Onboarding period will run concurrently with the USFS Contracting Officer's annual I BPA review ("Rollover" modification process).

• During this period, existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet eligibility requirements may submit quotes.

• All proposed resources must meet criteria established in the original solicitation.

• New quote submissions must meet Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

• Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

• After Onboarding and annual review/rollover, newly awarded Contractors or accepted resources will be eligible for dispatch and BPA Calls.

• The solicitation is re-opened for an open season Onboarding period.

• Exhibit H - Special Contract Requirements is referenced for Onboarding.

• Proposal submission deadline extended to 04/26/2026 at 17:00 PST.

• Submission method is via the "VIPR NextGen" application.

• Evaluation factors remain the same as the original solicitation.
