Scope of Work
Provide Heavy Equipment Task Forces (HETF) for fire suppression, all-hazard incidents, and prescribed fire project work. A typical HETF includes a Job Site Foreman, a leveling Feller Buncher, a rubber-tired Skidder, a Type II or Type III Dozer with a 6-way blade, and a drop tank Skidgine or Pumpercat. Optional equipment may include an Excavator or a Boom Mounted Masticator. All equipment must meet specified standards and be well-maintained. Operators must be at least 18 years old, possess RT-130 training, and adhere to safety standards, including appropriate Personal Protective Equipment (PPE).
Contract Details

Submission & Evaluation

https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. - Response Due: May 11, 2026, at 14:00 Pacific.
- Evaluation Factors: Operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. A 5% advantage will be applied for each socioeconomic category checked in Block 10 of the SF-1449, up to a maximum of 10%.
- New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.
- Awards are prohibited to Government employees, businesses owned by Government employees, Government entities, or entities with a tax delinquency or felony conviction.
Additional Notes
This amendment re-opens the original solicitation for Onboarding and is not a new procurement action. Award decisions and any new IBPA awards issued through Onboarding will be identical to the original awards, including all terms, conditions, and the period of performance. Existing IBPA awardees may revise rates, modify resources, or add new resources during this period.
