Quick Summary
The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 1202SB25Q7005 for an open season Onboarding period for Heavy Equipment with Water to support fire suppression and all-hazard incidents in Regions 1, 2, 4, and 9 (East Zone). This is a 100% Small Business Set-Aside for Multiple Award Incident Blanket Purchase Agreements (I BPAs). Vendor quote responses are due no later than May 11, 2026, at 17:00 PST.
Purpose & Scope
This re-opened solicitation aims to onboard new vendors and allow existing awardees to update resources for providing heavy equipment with water, including skidgines, pumper cats, and softtracks. These resources will support local, regional, and national fire suppression and all-hazard incidents. The onboarding process is conducted under the terms of the original solicitation and is not a new procurement action.
Key Requirements
Vendors must provide heavy equipment with water that meets specific standards for backup alarms, tank security, baffling, pump capabilities, and foam systems. Detailed specifications are provided for Skidgines (Types 1-4), Pumper Cats (Types 1-3), and Softtracks (Type 1). Operators must meet minimum training and experience requirements, including RT-130 Annual Fireline Refresher and Commercial Driver's License (if required), and be able to communicate in English. All personnel must adhere to specified Personal Protective Equipment (PPE) requirements.
Contract Details
This opportunity will result in Multiple Award Incident Blanket Purchase Agreements (I BPAs). The period of performance for these agreements is 4 years from the date of award, subject to annual review modifications. Payment rates will be as specified in the agreement. The acquisition is a 100% Small Business Set-Aside. Any new I BPA awards issued through Onboarding will be identical to the original awards, including all terms, conditions, and the period of performance.
Submission & Evaluation
Offerors must submit responses through the "VIPR NextGen" application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. All proposed resources must meet the criteria established in the original solicitation. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation: operational acceptability, price reasonableness, and past performance dependability risk. Vendors must be registered in the System for Award Management (SAM).
Key Dates
- Vendor Quote Responses Due: May 11, 2026, at 17:00 PST

Additional Notes
The open season Onboarding period runs concurrently with the USFS Contracting Officer’s annual I BPA review. During this time, existing I BPA awardees may revise rates, modify resources, or add new resources, and new Offerors may submit quotes. After Onboarding, newly awarded Contractors or resources will be eligible for dispatch and BPA Calls.
