Heavy Equipment with Water for Regions 1,2,4, and 9 (East Zone)

Solicitation

This solicitation is for heavy equipment with water (skidgines, pumper cats, and softtracks) for local, regional, and nationwide fire suppression and all-hazard incidents. The resulting agreements will be Blanket Purchase Agreements (BPAs) that can be used by multiple State and Federal wildland fire agencies. The government is not guaranteeing any orders or payments.

• Heavy equipment with water (skidgines, pumper cats, and softtracks).

• Equipment must meet specific standards for backup alarms, tank security, baffling, pump capabilities, and foam systems (if applicable).

• Detailed specifications for Skidgines (Types 1-4), Pumper Cats (Types 1-3), and Softtracks (Type 1) are provided, including tank capacity, pump flow, hose lengths, and discharge outlets.

• Operators must meet minimum training and experience requirements, including RT-130 Annual Fireline Refresher, a Commercial Driver's License (if required), and be able to operate equipment safely.

• All personnel must be able to communicate in English.

• Personal Protective Equipment (PPE) requirements are detailed, including boots, hard hats, gloves, eye protection, hearing protection, headlamps, fire shelters, and flame-resistant clothing.

• The solicitation will result in multiple agreements (BPAs).

• The period of performance for the agreements is 4 years from the date of award, with annual review modifications.

• Payment rates will be as specified in the agreement in effect at the time of the order.

• Specific payment terms for heavy equipment, transport, and optional items are detailed.

• Offers must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk.

• A technical evaluation will be conducted, requiring pictures and documentation of the equipment.

• Quotes must be submitted at least five (5) days prior to any pre-quote meeting.

• The offer submission period is 60 calendar days from the date specified for receipt of offers.

• The acquisition is set aside for small businesses.

• A socioeconomic status advantage may be applied to Dispatch Priority List (DPL) ranking for eligible small business categories.

• Vendors must be registered in the System for Award Management (SAM).

• All equipment must be licensed and legally operable on all roads.

• Contractors are responsible for transportation of heavy equipment to and from incidents.

• Specific requirements for vehicle cleaning for noxious weed control and aquatic/invasive species prevention are included.

• The document includes detailed information on safety standards, work/rest guidelines, and incident behavior.

Amendment / Modification

• Extends the response time for the solicitation.

• The new response deadline is 05/11/2026 at 17:00 PST.

• This extension is to ensure sufficient response time due to a new system.

• The response deadline for receipt of offers is extended.

• Proposal submission deadline is extended to 05/11/2026 at 17:00 PST.

Amendment / Modification

This amendment re-opens Solicitation 1202SB25Q7005 for an open season Onboarding period.

• New Due Date: Vendor quote responses are now due no later than 04/23/2026 at 17:00 PST.

• Purpose: The amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements. This is not a new procurement action but an amendment to the existing solicitation.

• Onboarding Process: The open season Onboarding period will run concurrently with the USFS Contracting Officer's annual I BPA review/rollover process. During this period, existing I BPA awardees may revise rates, modify resources, or add new resources. New Offerors who meet eligibility requirements may submit quotes.

• Evaluation: All proposed resources must meet the criteria established in the original solicitation. New quote submissions must meet Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

• Awards: Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

• The due date for vendor quote responses has been extended.

• The solicitation is being re-opened for an "open season Onboarding period."

• Vendors must submit responses through the "VIPR NextGen" application.

• The deadline for submitting quotes has been extended to 04/23/2026 at 17:00 PST.
