This document provides responses to vendor questions regarding the OHV Solicitation, including clarifications and amendments to requirements.

• OHV Typing: Requirements for OHV types (1-4) have been updated, specifying minimum seats, rows, payload capacity, and rear box load capacity.
• Dispatch Center: Only one Dispatch Center can be selected per GACC, utilizing a 450-mile radius from the OHV location.
• Transmissions: Manual transmissions are not acceptable; only Automatic or CVT transmissions will be solicited or awarded.
• Standards: OHVs must conform to either ANSI/OPEI or ANSI/ROHVA standards in effect at the time of manufacture, with no modifications causing non-compliance.
• VIN & Vehicle ID: One picture of the VIN and one picture of the Vehicle ID (company name) on the OHV are required.
• Trailers: Each OHV requires its own trailer. Trailers must be in good working order, comply with federal/state laws, include a spare tire, and have brakes if towing over 1500 pounds.
• Tread Depth: Tread depth has been amended to a minimum of .75" (24/32") to 1 ¼".
• Speed Requirement: The 50 MPH speed requirement applies to transportation vehicles mobilizing OHVs, not the OHVs themselves.

Several requirements have been modified, including OHV typing, transmission types, standards, tread depth, and the application of the speed requirement. Bidders should review these changes carefully when preparing their proposals.

Amendment / Modification

This amendment modifies solicitation 1202RZ26Q7000.

• Section D.2.1.1 - Minimum Equipment Requirements: This section has been removed in its entirety and replaced with new requirements.

  • The Off-Highway Vehicle (OHV) must conform to either the ANSI/OPEI or ANSI/ROHVA standard in effect at the time of manufacture and must not have modifications causing non-compliance.
  • OHVs must be Four Wheel Drive or All-Wheel Drive.
  • Payload capacity is defined as the total weight of personnel (calculated at 200 lbs. per seatbelt position), fixed equipment, and cargo. Rear box load is included in payload capacity.
  • Specific requirements are detailed for four categories of OHVs (Type 1-4) regarding the number of seats, rows, minimum payload capacity, and minimum rear box load capacity.

• Section D.2 - Equipment Requirements (d) Tires and Wheels: This subsection has been removed in its entirety and replaced with new requirements.

  • Tires must have aggressive off-road tread (between 0.75 to 1.25 inches deep).
  • Tires must be DOT approved and suitable for OHV use.

All other terms and conditions of the original solicitation remain unchanged. Bidders should review the updated equipment requirements for OHVs and tires/wheels when preparing their offers.

Solicitation / RFP / RFQ

This solicitation is for Off-Highway Vehicles (OHV) for local, regional, and nationwide use in fire suppression, all-hazard incidents, and prescribed fire project work. The resulting agreements will be Blanket Purchase Agreements (BPAs) that may be used by multiple State and Federal wildland fire agencies. An "open season on-ramping" process is included to ensure adequate resources.

• Resource Type: Off-Highway Vehicles (OHV) meeting specific standards (detailed in Section D.2).

• Equipment Requirements: OHVs must meet specific transmission, exhaust, tire, lighting, reflector, horn, fire extinguisher, mirror, and GPS tracking requirements. Specific categories (Type 1-4) have detailed payload, seating, and engine displacement requirements.

• Vehicle Licensing: All vehicles must be licensed and legally operable on roads. Additional off-road registration may be required. USDOT inspection is required for trailers over 10,001 lbs GVWR.

• Personnel Requirements: Contractors must comply with safety standards, including minimum age for firefighting resources and Fair Labor Standards Act compliance.

• English Speaking Requirement: All communications must be in English.

• GPS Tracking: Active GPS tracking devices are required for all OHVs.

• Contract Type: Multiple Indefinite-Delivery Blanket Purchase Agreements (I-BPAs).

• Period of Performance: 5 years from the date of award, with annual review modifications.

• Estimated Value: Not explicitly stated, but individual order limitations may be up to the Simplified Acquisition Threshold (SAT). The total award amount is not guaranteed.

• Submission Method: Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation Factors: Quotes will be evaluated based on operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• Key Deadlines: Offer due date is May 15, 2026, 04:00 PM MST.

• Technical Evaluation: All resources must pass a Technical Evaluation prior to award consideration.

• This acquisition is set aside for Small Business (Block 10 of SF-1449 is checked).

• A 5% socioeconomic status advantage may be applied to dispatch priority ranking for eligible small business concerns (HUBZone, Service-Disabled Veteran-Owned, 8(a), WOSB).

• No orders or payments are guaranteed during the duration of the agreement.

• Contractors must register and maintain active status in the System for Award Management (SAM).

• The solicitation incorporates by reference numerous FAR clauses and provisions.
