Solicitation / RFP / RFQ

This solicitation is for the procurement of services to obtain potable water trucks, gray water trucks, and trailer-mounted handwashing stations for local, regional, and nationwide fire suppression and all-hazard incidents. The resulting Blanket Purchase Agreements (BPAs) may be used by multiple State and Federal wildland fire agencies. The placement of orders is not guaranteed.

• Potable Water Trucks (various gallon capacities: 400-999, 1000-2499, 2500-3999, 4000+ gallons)

• Gray Water Trucks (various gallon capacities: 400-999, 1000-2499, 2500-3999, 4000+ gallons)

• Handwashing Stations (Trailer Mounted) (Type 1: 12+ sinks, Type 2: 8-11 sinks)

• Equipment must meet all applicable standards and be maintained in good repair.

• Specific requirements for potable water tanks include being used exclusively for drinking water, separate systems, proper labeling, and construction materials.

• Specific requirements for gray water trucks include meeting state requirements, dedicated hoses, and specific tank construction.

• Handwashing stations must be self-contained, mobile, and include a power source.

• All vehicles must have a fire extinguisher, approved spark arrester, seat belts, and a flashlight.

• Vehicles over 10,001 lbs GVWR require annual USDOT certified vehicle inspection or CVSA inspection.

• Vehicles over 26,001 lbs GVWR require a Commercial Driver's License (CDL).

• All vehicles must have a backup alarm meeting SAE J994 Type D requirements.

• Vehicles 36,000 GVWR or greater require an operator-controlled auxiliary braking system.

• Tires must meet load ratings and have adequate tread depth.

• This solicitation will result in multiple agreements (I-BPAs).

• The contract type is not specified, but it will result in multiple agreements.

• The estimated value for NAICS code 115310 is $34,000,000.00.

• The agreement period is for 3 years from the date of award, with annual review modifications.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation factors include: Operational acceptability, price reasonableness, and past performance dependability risk.

• A 5% socioeconomic status advantage is applicable to DPL ranking for HUBZone, Service-Disabled Veteran-Owned, and 8(A) concerns (up to 10% cap).

• The solicitation incorporates by reference numerous FAR clauses and provisions.

Amendment / Modification

This amendment re-opens Solicitation 1202SB24Q7010 for an open season Onboarding period. Vendor quote responses are now due no later than 04/23/2026 at 16:30 MST.

• The original solicitation was for Potable & Gray Water Truck/Handwashing Station (Trailer Mounted) for Region 3 - East Zone.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements.

• Onboarding is conducted under the terms of the original solicitation and issued as an amendment.

• Award decisions during open season Onboarding will use the same evaluation factors and sub-factors as the original solicitation.

• Any new I BPA awards issued through Onboarding will be identical to the original awards, including terms, conditions, and period of performance.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• Vendor quote responses are due no later than 04/23/2026 at 16:30 MST.

• Vendors must submit responses through the "VIPR NextGen" application: https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d

• Existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet eligibility requirements may submit quotes for consideration.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation.

• Any newly awarded Contractors or newly accepted resources added to existing agreements will be eligible for dispatch and BPA Calls in accordance with the ordering procedures in the agreements.
