Solicitation / RFP / RFQ

This solicitation is for refrigerated trailer units to be used on a local, regional, and nationwide basis for fire suppression, all-hazard incidents, and prescribed fire project work. The resulting agreements will be Blanket Purchase Agreements (BPAs) that may be used by multiple State and Federal wildland fire agencies. The government is not guaranteeing any specific number of orders or a minimum dollar amount.

• Refrigerated trailer units with mechanical refrigeration units (diesel-powered).

• Units must be well-insulated with automatic low fuel shutdown and auto restart.

• Specific requirements for trailer dimensions, fuel tank capacity, landing gear, and noise levels (<= 68 decibels at 50 feet).

• Trailers must maintain stored food at 41 degrees Fahrenheit or lower and freezer storage at 0 degrees Fahrenheit, with a movable partition.

• Units must arrive at the incident at 41 degrees Fahrenheit.

• Equipment must meet all applicable state and federal laws and be maintained in good repair.

• Specific requirements for vehicle licensing, biobased products, and personnel safety (PPE, work/rest guidelines).

• The solicitation will result in multiple agreements (I-BPAs).

• The agreement period is for 4 years from the date of award, with annual review modifications.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Proposed rates must include all labor, equipment, operating supplies, materials, taxes, insurance, overhead, and profit.

• Offers must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk.

• A 5% advantage will be applied for socioeconomic categories (HUBZone, Service-Disabled Veteran-Owned, 8(A), WOSB, EDWOSB) up to a maximum of 10%.

• Technical quotes require specific pictures and documents to demonstrate operational acceptability.

• Offers must be held firm for 60 calendar days from the quote due date.

• The offer due date is April 24, 2026, at 05:00 PM PST.

• The acquisition is set aside for small business concerns (Block 10 of SF-1449 is checked "SMALL BUSINESS").

• NAICS code is 484220 with a size standard of $34,000,000.00.

• Awards to Government employees or entities are prohibited.

• Exhibit H details Geographic Area Terms and Conditions.

• Exhibit I lists Contractor Associations and Public Education Providers for training.

• Exhibit L provides a Geographic Area Map.

• The solicitation incorporates numerous FAR clauses by reference.

Amendment / Modification

This amendment re-opens Solicitation 12569R25Q7001 for an open season Onboarding period for Refrigerated Trailers. Vendor quote responses are now due by 04/27/2026 at 17:00 PST.

• The submission deadline for vendor quotes has been extended.

• Vendors must submit responses through the "VIPR NextGen" application.

• The deadline for submitting quotes has been extended to 04/27/2026 at 17:00 PST.

• All responses must be submitted via the VIPR NextGen application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements.

• The original solicitation's evaluation factors and sub-factors will be used for award decisions during open season Onboarding.

• New I BPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I-BPA) issued as a 100% Small Business Set Aside.

• Existing I BPA awardees may revise rates, modify resources, or add new resources. New Offerors who meet eligibility requirements may submit quotes.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.
