Amendment / Modification

• The Government is re-opening Solicitation 129J6125Q7000 for an open season Onboarding period.

• Vendor quote responses are now due no later than 04/24/2026 at 14:00 Pacific.

• Responses must be submitted through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements.

• Onboarding is not a new procurement action; it is conducted under the terms of the original solicitation.

• Award decisions during open season Onboarding will use the same evaluation factors and sub-factors as the original solicitation.

• Any new BPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• Significant changes are not anticipated, particularly regarding evaluation factors or contract terms.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• Existing BPA awardees may revise rates, modify resources, or add new resources during this period.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation.

• Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

• Newly awarded Contractors or newly accepted resources added to existing agreements will be eligible for dispatch and BPA Calls in accordance with the ordering procedures in the agreements.

Solicitation / RFP / RFQ

This solicitation seeks to obtain water handling equipment, including engines, support water tenders, and tactical water tenders, for local, regional, and nationwide use in fire suppression, all-hazard incidents, and prescribed fire project work. The agreement may also be used for Burned Area Emergency Response (BAER) project work.

• Resources must meet specified standards and be maintained in good repair.

• Equipment must include specific safety features such as backup alarms, fire extinguishers, and appropriate PPE.

• Engines must have operational all-wheel/multiple axle drive capability (Type 3, 4, 5, 6), chainsaws, and foam proportioner systems.

• Water tenders must have specific tank capacities, pump minimum flow rates, and drafting capabilities.

• Personnel must meet minimum qualifications, including training and experience requirements (e.g., FFT1, ENGB, Support Water Tender Operator).

• The agreement will result in multiple Blanket Purchase Agreements (BPAs).

• The period of performance is five (5) years from the date of award, with annual review modifications.

• Payment rates will be as specified in the agreement in effect at the time of the order.

• No orders or payments are guaranteed during the agreement period.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation factors include operational acceptability, price reasonableness, and past performance dependability risk.

• Socioeconomic status advantages (e.g., small business, HUBZone) will be applied to dispatch priority ranking.

• Key deadlines include the Offer Due Date: 4/24/2026 at 02:00 PM PST.

• This acquisition is set aside for Small Business.

• Awards will be made to responsible business concerns.

• Vendors must register and maintain active status in the System for Award Management (SAM).

• Compliance with labor laws, including the Agricultural Worker Protection Act (MSPA) and H-2B program requirements, is mandatory.
