Quick Summary
The U.S. Department of Agriculture (USDA), Forest Service (USFS) is re-opening Solicitation 129J6125Q7000 for an open season Onboarding period for Water Handling Services in Region 5 - Pacific Southwest Region. This opportunity seeks to establish or expand Multiple Award Incident Blanket Purchase Agreements (I BPAs) for fire suppression and all-hazard incidents. This is a Total Small Business Set-Aside. Vendor quote responses are due by May 11, 2026, at 14:00 Pacific.
Purpose & Scope
This amendment re-opens the original solicitation to conduct Onboarding, allowing both existing I BPA awardees to revise rates, modify resources, or add new resources, and new Offerors to submit quotes. The services support local, regional, and national fire suppression and all-hazard incidents, including prescribed fire project work and Burned Area Emergency Response (BAER). Onboarding is not a new procurement but an amendment to the original solicitation, maintaining its terms, conditions, and period of performance.
Contract Details
- Type: Multiple Award Incident Blanket Purchase Agreement (I BPA)
- Duration: Five (5) years from the original award date, with annual review modifications.
- Set-Aside: 100% Small Business Set-Aside.
- Submission: Responses must be submitted through the “VIPR NextGen” application at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d.

Key Requirements
Offerors must provide water handling equipment, including engines, support water tenders, and tactical water tenders. All proposed resources must meet established criteria, including specified standards, maintenance, and safety features (e.g., backup alarms, fire extinguishers, PPE). Engines require operational all-wheel/multiple axle drive, chainsaws, and foam proportioner systems. Water tenders must meet specific tank capacities and pump flow rates. Personnel must meet minimum qualifications (e.g., FFT1, ENGB, Support Water Tender Operator).
Evaluation Criteria
New quote submissions will be evaluated using the same factors as the original solicitation: operational acceptability, price reasonableness, and past performance dependability risk. Acceptability Pass/Fail requirements must be met. Socioeconomic status advantages (e.g., small business, HUBZone) will be applied to dispatch priority ranking. Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.
