Scope of Work
This requirement is for the provision of water handling equipment, including engines, support water tenders, and tactical water tenders, along with qualified personnel. Equipment must comply with all applicable Federal and State Motor Vehicle Requirements, with specific technical details outlined in Section D.2 of the original solicitation (e.g., backup alarms, pump capabilities, foam systems, PPE). Personnel must meet minimum qualification requirements as defined by the National Incident Management System (NIMS) Wildland Fire Qualification System Guide (PMS 310-1). Services will be utilized for fire suppression, all-hazard incidents, and prescribed fire project work.
Contract Details
- Type: Multiple Award Incident Blanket Purchase Agreement (IBPA)

Onboarding Process
This amendment facilitates an open season Onboarding period, running concurrently with the annual IBPA review ("Rollover" modification process).
- Existing IBPA Awardees: May revise rates, modify resources, or add new resources to their current agreements.
- New Offerors: Who meet all eligibility requirements may submit quotes for consideration. All proposed resources must meet the criteria established in the original solicitation. New quote submissions must satisfy all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation. Any resulting new IBPA awards will be identical in terms and conditions to the original agreements.
