Quick Summary
The Louisville District Office is hosting a Virtual Industry Day on March 5, 2026, at 10:00 a.m. Eastern Time for the ERCIP Lake City Army Ammunition Plant Microgrid and Combined Heat and Power Construction Project. This is a Design-Bid-Build project aimed at enhancing energy resilience at the facility in Independence, MO.
Scope of Work
The proposed project involves the construction of a 15 MW combined heat and power (CHP) plant featuring two 7.5 MW combustion turbines capable of dual-fuel operation (natural gas and propane). Key components include heat recovery steam generators (HRSGs), supplemental exhaust duct firing, and a black start diesel generator. The scope also covers all necessary electrical distribution equipment, underground duct banks, and a state-of-the-art microgrid control system. This system will manage various operational modes, including parallel utility operation, island mode, and black start, with seamless integration into existing electrical infrastructure at four points of common coupling. The microgrid will support load shedding and resynchronization capabilities.
Additionally, the project requires installation of piping and equipment to connect the CHP to the installation's existing natural gas, steam, condensate, and water infrastructure, operating in tandem with the central heating plant. Industrial-grade controls will be housed in a new control room. Environmental controls will utilize low NOx turbines and duct burners. The project also includes a backup propane fuel storage/supply system, site improvements, demolition, full air permitting, communications, cybersecurity, and comprehensive commissioning.
