This amendment (0003) to Solicitation W912QR26RA041 modifies the solicitation as follows:

• Submission Requirements: For joint ventures, the offeror must now submit information for each joint venture member within the "Submission Requirements" section of the Evaluation Criteria (Paragraph 8.4.1).

• This amendment adds a requirement for joint ventures to submit information for each member. No changes to proposal deadlines or other submission requirements are indicated.

Amendment / Modification

This amendment to Solicitation W912QR26RA041 for the ERCIP Lake City Army Ammunition Plant (LCAAP) project makes the following changes:

• Plan Sheets Replaced: The "C-504 CIVIL DETAILS" plan sheet has been replaced in its entirety.

• Specification Sections Replaced: The following specification sections have been replaced in their entirety:

  • 28 10 05 ELECTRONIC SECURITY SYSTEMS (ESS)
  • 32 31 13 CHAIN LINK FENCES AND GATES

• Wage Decisions Updated:

  • Wage Decision MO20260001 (dated 09 January 2026) has been revised and replaced with the version dated 18 May 2026.
  • Wage Decision MO20260082 (dated 30 January 2026) has been revised and replaced with the version dated 18 May 2026.

• Proposal Due Date Extended: The proposal due date has been extended to 12 June 2026.

Amendment / Modification

This amendment (AMDT 0001) to Solicitation W912QR26RA041 for the ERCIP Lake City Army Ammunition Plant (LCAAP) project incorporates the following changes:

• Technical Clarification: In response to a ProjNet inquiry, metal-clad MV switchgear (IEEE C37.20.2) is now an acceptable deviation to the specified IEEE C37.20.3 metal-enclosed switchgear. Bidders using metal-clad switchgear must ensure equipment dimensions and weights do not exceed baseline design, and they remain responsible for sizing the MSE prefabricated enclosure to accommodate the equipment while maintaining NEC working clearances. All associated costs must be included in the base bid.
• Plan Sheets: Several PLAN SHEETS have been deleted, added, or replaced. Notably, sheets related to existing substation conditions have been deleted, while new sheets for existing substation modifications have been added. Several existing sheets, including the SHEET INDEX, GENERAL ABBREVIATIONS AND SYMBOLS, and various distribution feeder plans, have been replaced.
• Specification Sections: Multiple SPECIFICATION SECTIONS have been replaced, including those for GENERAL ELECTRICAL, SUBMITTAL PROCEDURES, GOVERNMENT SAFETY REQUIREMENTS, SPECIAL INSPECTIONS, ENVIRONMENTAL CONTROLS AND PERMITS, and ESCAVATION AND HANDLING OF CONTAMINATED AND HARARDOUS MATERIAL.
• Specification Attachments: New specification attachments (ATTACHMENT A) have been added for certain sections, and existing specification attachments have been replaced.
• Supplemental Information: An Official Site Visit Report (Pre-Bid Site Walk Report and Summary) has been provided.
• Clause Incorporation/Update:
  • FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors) has been added.
  • DFARS 252.204-7021 (Contractor Compliance with Cybersecurity Maturity Model Certification Level Requirements) has been updated.

Justification Review Document (Other)

This document provides a justification and approval for other than full and open competition for brand-name Schweitzer Electronic Laboratories (SEL) power system protection relays and power system controllers. These components are required for the Microgrid and Combined Heat and Power (CHP) project at Lake City Army Ammunition Plant (LCAAP) in Independence, Missouri. The estimated cost for these SEL relays and controllers is approximately $2.6 million.

• The requirement is for the provision of power system multifunction protection relays and power system controllers.

• It is critical that these individual protection and control and monitoring devices are from the same manufacturer (SEL) to ensure proper functionality, communication, and coordination.

• The contract will be a Firm-Fixed-Price (FFP) construction contract.

• Award is anticipated using FY26 Military Construction (MILCON) funding.

• The overall contract action is estimated to be fair and reasonable, with adequate price competition expected for the full and open construction contract.

• The government is not sole-sourcing the contract; this justification is to specify brand-name components within a construction contract that will be solicited on a full and open competitive basis.

• The Contracting Officer will publish all required notices to the Government Point of Entry (GPE), and any bids or proposals received for the construction contract shall be considered.

• Full and open competition is anticipated at the prime contractor level.

• Not applicable, as the contract will be solicited on a full and open competitive basis.

• A Sources Sought Notice was posted on SAM.gov on February 10, 2026. Four responses were received.

• Responses from two firms were deemed not applicable as they did not provide a technical alternative to the specified SEL hardware.

• One firm's response objected to sole-sourcing engineering services (which is not the action being taken).

• Another firm submitted a capabilities statement but did not provide a technical alternative.

• Two firms argued their open-standard (IEC 61850) components were equivalent, but an engineering review determined that only SEL can meet the requirements without introducing unacceptable risk.

• This is a new requirement for a brand-name specification within a new construction project. There is no direct procurement history for this action.

Solicitation

This solicitation is for the construction of a microgrid and combined heat and power (CHP) system at Lake City Army Ammunition Plant in Independence, Missouri. The project is a full and open procurement with a 10% HUBZone price evaluation preference. Funds are not presently available, and award is contingent upon appropriation. The estimated price range is between $25,000,000 and $100,000,000.

• Construction of a 15.0 MW CHP power/heat production plant with two 7.5 MW dual-fuel combustion turbines (natural gas and propane).

• Integration with existing electrical infrastructure, including microgrid controls for various operation modes (parallel, island, black start).

• Installation of two 500-gallon wastewater/oil underground storage tanks.

• Connection to existing natural gas, steam, condensate, and water infrastructure.

• Industrial-grade controls with a new control room.

• Site improvements, demolition, full air permitting, communications, cybersecurity, and full commissioning.

• Compliance with NIST SP 800-171 DoD Assessment requirements.

• Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required prior to award.
