Quick Summary
The U.S. Army Corps of Engineers (USACE), Portland District, is hosting a Virtual Industry Day Special Notice for the Renovation of the Fish Collection Facility on the Toutle River, WA. This event, scheduled for July 6, 2026, is for market research and informational purposes only, not a request for proposal. It aims to provide project updates and gather industry input on construction risks, capabilities, and strategies for the renovation project.
Purpose & Scope
USACE Portland District seeks to renovate the existing fish collection facility on the Toutle River. The project involves two main components:
- Temporary Fish Collection Facility (FCF): Construction of a temporary FCF, including a collection box with access platform, debris deflector, floating platform, concrete foundation, and steel superstructure. This temporary facility will allow continuous fish capture operations while the existing FCF is modified. A cofferdam will be installed during construction.
- Modifications to Existing FCF: Improvements to critical elements such as:
- Barrier Structure: Modified notch, underflow gate, piers.
- Intake and Weir: Increased width, stairs, new trash racks, juvenile fish exclusion, debris management equipment, pump station intake, sediment sluicing.
- Diffuser: Replacement with porosity control panels and vanes, new conduit, and gates.
- Sorting, Handling, and Truck Transfer: Raised/covered platform, false-floor crowder, sorting table, recovery tank.
- Entrance Pool and Fish Ladder: Lowered elevation and sill, channelized approach.
- Downstream Channel: Removal of remnant shotcrete liner and excavation of a pilot channel. Additionally, a new maintenance building, paving, and two rain gardens will be added.
