Quick Summary

The Department of the Army, specifically the District of Columbia National Guard (DCNG), is conducting a Sources Sought for a Virtual Weapons Training System (VWTS). This market research aims to identify vendors capable of providing a mobile, immersive training solution to address critical gaps in high-stress, de-escalation, use-of-force, and marksmanship scenarios within dense urban environments. Interested vendors should respond with pricing data and capabilities by May 22, 2026.

Scope of Work

The DCNG requires a complete, turnkey VWTS, including planning, management, delivery, installation, testing, and support. The system must be semi-permanent, freestanding, and transferable. Key requirements include:

  • Immersive Display: High-definition projection (min. 270-degree FOV) or VR headset solution.
  • Weapon Integration: Support for five simultaneous trainees, integration with service-issued M4 rifle and M17/M18 pistol series via non-permanent laser inserts, and optional non-tethered recoil simulation kits.
  • Less-than-Lethal Options: Inclusion and tracking of simulated OC spray and TASER devices.
  • Marksmanship Training: Skills-builder drills with custom drill creation, day/night settings, and shot placement/timing feedback.
  • Scenario Library: A substantial library (800+ desirable) of high-definition, interactive scenarios focusing on use-of-force, de-escalation, crowd control, dense urban environments, civil disturbance, and military combat.
  • Instructor Control: A user-friendly Instructor Operator Station (IOS) for real-time scenario management and branching.
  • Data & AAR: Real-time performance analytics, detailed data capture, and immediate After-Action Review (AAR) capability with synchronized video/audio playback.
  • Warranty: A minimum three (3) year warranty on all parts, labor, and technical support.
  • Training: Comprehensive "Train-the-Trainer" course with online sustainment modules.
  • Compliance: Adherence to Section 508, OCIO/Cyber-Supply Chain Risk Management (C-SCRM), and Section 889.
