Limited Sources Justification (LSJ) / Sole Source Justification

This document justifies the use of limited sources for the procurement of VMware software licenses and Support and Subscriptions (SnS). It seeks approval to award a single-award Blanket Purchase Agreement (BPA) under the Federal Supply Schedule to a VMware reseller. This action is a follow-on to a previous DON ESL BPA that expires on March 17, 2024.

• Procurement of VMware perpetual software products, software maintenance products (SnS), subscription software products, cloud services, and incidental professional services.

• The BPA will cover server and infrastructure virtualization, and management and automation of virtualized environments.

• Capabilities must fully integrate with currently deployed DON virtualization engineering baselines and provide for explicit segmentation of operational applications.

• Enable movement and manipulation of live workloads across multiple platforms and sites.

• A single-award BPA will be established.

• Period of Performance: March 2024 - March 2027.

• The BPA will establish firm-fixed maximum prices.

• Funding will primarily be Operations & Maintenance (O&M), but may include other appropriations.

• The BPA will be established using competitive procedures outlined in FAR 8.405-3(b).

• Best value will be determined on the basis of low price, a current Letter of Supply from VMware, and assent to BPA terms and conditions.

• Solicitation will be via the GSA e-Buy tool.

• The justification is for brand-name VMware products, citing "Items peculiar to one manufacturer" (FAR 8.405-6(b)).

• Market research identified three authorized VMware resellers with GSA Schedules: Carahsoft Technology, Dell Federal, and Promark. All are "Other than Small" businesses.

• Due to the nature of the software publisher (large business), no small business set-aside is applicable.

• The justification highlights the critical role of VMware's vSphere and vSAN in the Department of the Navy's (DON) and Marine Corps' (USMC) virtualization ecosystems, including their use in the CANES program and for RMF accredited systems.

• VMware's sole ownership of intellectual property and ability to provide maintenance and support are key factors.

• Orders for VMware Horizon Suite, IaaS cloud services, and professional services may require individual LSJs at the order level.

• The strategy aims to secure licensing at discounts below GSA fixed prices and incorporate DoD ESI best practices.

Solicitation / RFP / RFQ

This solicitation is for the renewal of VMware Cloud Foundation Software Maintenance Support/Subscription for the eMASS (11098) RSS RDT&E system. The renewal is critical for maintaining cybersecurity compliance, support, and sustainability of the system. Failure to renew will severely impact NSWC PHD Virginia Beach Det's ability to maintain cybersecurity compliance.

• Renewal of VMware Cloud Foundation Software Maintenance (QTY 25).

• Support and Sustainability (S&S) for the Risk Management Framework (RMF) Assessment & Authorization (A&A) process.

• Period of Performance (PoP): 06/01/2026 to 05/31/2027.

• Pricing Arrangement: Firm Fixed Price.

• The document references "See Schedule" for detailed pricing and services.

• Offer Due Date: April 29, 2026, 03:00 PM Pacific Standard Time.

• Quotes must be submitted in portable document format (pdf) to the SAM.GOV platform.

• Evaluation will be based on the lowest evaluated price of quotations meeting or exceeding acceptability factors for non-cost factors (Lowest Priced, Technically Acceptable).

• Evaluation criteria include: Price, Technical Capability (rated "acceptable" or "not acceptable"), and Past Performance (pass/fail).

• Offerors must provide Vendor Administrative information including CAGE Code, Dun & Bradstreet #, Tax ID#, GSA Contract Number, Country of Manufacture, Lead Time, Shipping Charges, OEM status, Company Size, distributor information, availability of online price listing, and acceptance of Wide Area Work Flow (WAWF).

• Quotes must include a Price Breakdown (Item Description, Unit Cost, Quantity, Subtotal) and reflect an all-inclusive price.

• Quotes must be valid for at least 60 calendar days.

• This acquisition is UNRESTRICTED.

• All changes to the requirement prior to the closing date will be posted to SAM.GOV.

• Vendors are responsible for monitoring SAM.GOV for amendments.

• The solicitation incorporates FAR clauses by reference, including those related to payment, invoicing (WAWF), and unique item identification.
