The requirement involves conducting annual natural gas leak detection surveys for approximately fifty-five (55) miles of gas distribution service lines, valves, regulators, and all gas appurtenances located on VSFB, excluding the Military Family Housing area. Surveys must adhere to 49 CFR Part 192 and USDOT Guidance Manual for Operators of Small Natural Gas Systems. Key tasks include:

  • Using mobile and/or handheld detection equipment.
  • Identifying, reporting, and recording all leak locations.
  • Physically marking leak locations and providing dimensions of the leakage spread.
  • Classifying detected leaks by concentration, spread, and potential hazard.
  • Providing a final report with marked drawings and a listing of all found leaks. Grade 1 leaks require immediate reporting, while Grades 2 & 3 leaks are reported weekly. A final report is due within 30 calendar days post-survey completion.
