This is a combined synopsis/solicitation for commercial products and services for VTC Maintenance. The requirement is for comprehensive maintenance and repair services to support critical audiovisual infrastructure, including Video Teleconferencing (VTC) systems, large-scale video walls, and associated infrastructure. This announcement constitutes the only solicitation; a separate written solicitation will not be issued.

• Comprehensive maintenance and repair services for VTC systems and related infrastructure.

• Provision of all necessary labor, parts, materials, and supervision.

• Includes Quarterly Preventative Maintenance and Minor Emergency Maintenance.

• Commercial warranty applies per FAR 12.105(b).

• Basis for Award: Best value to the Government, based on lowest-priced quotation that meets responsibility, responsiveness, and past performance criteria.

• Offerors must have an active Federal Government contracts registration in SAM.gov and an active UEI and CAGE code.

• The government reserves the right to evaluate price realism.

• Past performance will be evaluated based on recency and relevance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance and repair services for Video Teleconferencing (VTC) systems, video walls, and associated infrastructure located at Spangdahlem AB, Germany.

• Perform scheduled quarterly Preventive Maintenance (PM) visits (four per year) for each piece of equipment.

• Provide tiered response for emergency and break-fix situations, including remote and on-site support.

• Conduct thorough system inspections, calibration, software/firmware updates, fault mitigation, and log analysis during PM visits.

• Track components approaching End-of-Life (EOL) and provide notification at least six months in advance.

• Repair systems using new parts sourced from the Original Equipment Manufacturer (OEM) or approved equivalents.

• Remote Support: Within 4 hours during duty hours (Mon-Fri, 07:30-16:30), by next business day during non-duty hours/holidays.

• On-Site Support: Within 72 hours of determining on-site support is required.

• Diagnosis & Quoting: Written report within 4 business days of on-site arrival.

• System Uptime: 95% operational state for VTCs, excluding scheduled maintenance.

• Service Reports: Delivered to COR within 10 business days of visit.

• Invoicing: Submitted within 30 calendar days of service.

• Service Credits: 5% per day for failure to meet Tier 1 on-site response times.

• Location: Spangdahlem AB, Germany (Buildings 19, 23, 3030).

• Period of Performance: To be determined and outlined in the contract award. Includes a Base Year and four Option Years.

• Contractor personnel must be qualified, certified, and cleared.

• Services to be performed in accordance with applicable industry standards.

• Adherence to German Government Environmental regulations for trash removal.

• Request base entry ID cards and comply with Spangdahlem AB Motor Vehicle Code.

• Military escorts may be required for restricted areas.

• Contractor must provide a primary and alternate point of contact (POC).

• Contractor must provide a company personnel roster.

• Services exclude specified German and American holidays and potential base closures.
