Statement of Objectives (SOO)

This Statement of Objectives (SOO) outlines the requirements for a technical refresh of the Building 523 Rooms 201 & 202 JWICS/SIPRnet Video Teleconference (VTC) suites, which have reached End of Life (EOL). The goal is to replace outdated equipment with new, supported hardware on secure networks.

The contractor will be responsible for developing a detailed Statement of Work (SOW) based on this SOO. Key tasks include:

• Providing all specified equipment (Attachment 1).
• Performing an inventory of existing equipment.
• Conducting requirements and systems analysis.
• Developing an implementation plan and schedule.
• Installing and configuring new VTC equipment (displays, signage, switching, codecs, audio, etc.) in Building 523, Rooms 201 & 202.
• Removing and disposing of packing materials.
• Performing test calls to ensure full VTC functionality.

All work must meet the quality standards established in the General Tasks and Specific Tasks sections. The final system must be fully operational upon project completion.

• Period: 180 days from contract award (exceptions for manufacturer delays may apply).

• Place: Building 523, Rooms 201 & 202, Goodfellow Air Force Base (GAFB), TX.

• Hours: Normal duty hours (0730-1630 CST, Monday-Friday, excluding Federal Holidays), unless otherwise approved.

• Security: Work is inside a Sensitive Compartmented Information Facility (SCIF). The contractor must possess a Top Secret Facility Clearance Letter (FCL). Personnel require SCI-DCID 6/4 eligibility and SI/TK indoctrination, verifiable via JPAS or Scattered Castles. Personnel must also meet REAL ID Act requirements for base access and complete a National Agency Check with Written Inquiries (NACI).

• Personnel Appearance: Contractor personnel must be easily recognizable (distinctive clothing or badges).

• Quality Control: A full-time quality control function is required.

• Government Property: Contractor is responsible for safeguarding government property.

• Utilities: Government provides water and electricity; contractor provides all other necessary equipment, parts, materials, and services.

• CUI/OPSEC: Compliance with regulations regarding Controlled Unclassified Information (CUI) and Operations Security (OPSEC) is mandatory. Disclosure of floor plans, schematics, or sensitive information is prohibited without express permission.

• The contractor must develop a detailed SOW based on this SOO.

• Attachment 1 lists all required equipment.

• Specific task details for Room 201 (Sidewinder) and Room 202 (Rattler) are provided, including detailed equipment lists for displays, sources, video routing, control systems, audio systems, VTC systems, KVM systems, and digital signage.

Notice of Intent to Award Sole Source

This notice announces the Department of the Air Force's intent to award a sole source contract to AV3 INC. for a technology upgrade of the VTC system in Building 523, rooms 201 and 202 at the 17 Training Squadron, Goodfellow Air Force Base, Texas.
