Justification for Exception to Fair Opportunity

Statement of Objectives (SOO)

This Statement of Objectives (SOO) outlines the requirement for the 17th Training Support Squadron (17 TRSS) to perform a technical refresh of Building 523 Rooms 201 & 202 JWICS/SIPRnet Video Teleconference (VTC) suites, as the current equipment has reached End of Life (EOL).

The contractor shall provide all necessary equipment and perform all tasks to install and configure new VTC suite equipment in Building 523, Rooms 201 & 202. Key tasks include:

• Developing a detailed Statement of Work (SOW) based on this SOO.
• Performing equipment inventory, staging, and analysis.
• Creating an implementation plan and schedule.
• Installing and configuring all specified VTC equipment.
• Removing and disposing of packing materials.
• Performing test calls to ensure full functionality.

A critical requirement is to ensure consistency in user experience and maintenance operations across all VTCs by making the new GUIs and programming visually and operationally similar to previously refreshed suites.

• Personnel Security: Contractor personnel must possess SCI-DCID 6/4 eligibility and be indoctrinated for SI/TK access. Verification via JPAS or successor system is required. Employees must have a final TOP SECRET FCL. Personnel require NACI for access to government workstations and information.

• Facility Security: The company must possess a current, final TOP SECRET Facility Clearance Letter (FCL).

• Compliance: Adherence to DoD Manuals (DoDM) and Air Force Instructions (DAFI) regarding SCI access, personnel security, CUI handling, COMPUSEC, EMSEC, COMSEC, and OPSEC is mandatory.

• Location: Work will be performed within a Sensitive Compartmented Information Facility (SCIF) at Goodfellow Air Force Base (GAFB).

• Equipment: All equipment listed in Attachment 1 must be provided. Existing equipment removed remains government property.

• Quality Control: Contractor must ensure all work meets industry standards and SOO requirements, with government inspection and approval before final acceptance.

• Period: 180 days from contract award.

• Place: Building 523, Rooms 201 & 202, Goodfellow Air Force Base (GAFB).

• Hours: Normal duty hours (0730-1630 CST, Monday-Friday, excluding Federal Holidays), unless otherwise approved.

Contractors shall provide all personnel, equipment, tools, transportation, and supervision, except for specified government-furnished utilities (water & electricity).

Notice of Intent to Award Sole Source

This notice announces the Department of the Air Force's intent to award a sole source contract to AV3 INC. for a technology upgrade of the VTC system in Building 523, rooms 201 and 202 at the 17 Training Squadron. The upgrade involves removing existing hardware and installing new hardware, computers, and software compliant with SIPR and JWICS.

The contract is being awarded sole source because AV3 Inc. designed the original infrastructure for the SIPR VTC and JWICS within the 17 Training Squadron. This upgrade is a continuation of their existing systems, and the same design and infrastructure are necessary for consistency and seamless integration with currently installed AV3 equipment. The government is not aware of other vendors capable of providing these services without compromising effectiveness or causing significant cost.
