A critical requirement is to ensure consistency in user experience and maintenance operations across all VTCs by making new Graphical User Interfaces (GUIs) and programming visually and operationally similar to previously refreshed suites.

Justification for Sole Source
The sole source award to AV3 Inc. is justified because they created the original design and infrastructure for the SIPR VTC and JWICS within the 17 Training Squadron. This upgrade is a continuation of their existing systems, requiring the same design and infrastructure for consistency and seamless integration with currently installed AV3 equipment. The justification cites AV3 Inc.'s proprietary knowledge, specialized services, and the potential for substantial duplication of costs and unacceptable delays if another vendor were selected, particularly due to the mandatory TS/SCI clearances and Top Secret Facility Clearance Letter (FCL) already held by AV3 Inc.
