Scope of Work
This requirement covers the maintenance, support, and license renewals for SCADA software systems critical for base-wide high voltage distribution monitoring and control, as well as Water and Wastewater Treatment Plant monitoring and control systems. Key services include:
- VTScada SupportPlus Plan: License upgrades, phone/email/fax support (Mon-Fri, 8 AM-4 PM), next business day response, product version upgrades, and 2 hours of on-site emergency response.
- Software and Hardware Support Services: Quarterly site visits (up to 4 days each), remote phone/email support, in-house administrative support, engineering, and project management.
- Specific Tasks: IT modifications, event log review, configuration backups, troubleshooting, repair, support for VMware vSphere, technical assistance, hardware/software support for specific equipment (Schweitzer Electric, Schneider Electric), minor system migrations, PLC/HMI updates, server-to-server data migrations, additional phone/email support, administrative support (design documentation, architecture drawings), hardware maintenance, ancillary support, and cybersecurity implementation (DoD, NIST, DISA, ATO compliance).
- Preventative Maintenance: Inspection of SCADA workstations/servers, application review, substation/control panel inspections, spare parts inventory review, and user/administrator training.
- Emergency Response: Two (2) emergency on-site visits for troubleshooting and repair within 2 hours.

Eligibility & Evaluation
- Eligibility: Offerors must be an Original Equipment Manufacturer (OEM) federally authorized integrator of the service, with proof of authorization required. Contractors must be registered in SAM and WAWF.
- Evaluation: Award will be made to the responsible Offeror whose quote is most advantageous to the Government, based on a best value approach considering price, technical ability, and past performance.
