This solicitation is for the maintenance, support, and license renewals of the SCADA software systems used for base-wide high voltage distribution monitoring and control, as well as Water and Wastewater Treatment Plant monitoring and control systems. The systems provide real-time monitoring, control, and management for these facilities.

• VTScada SupportPlus Plan: Includes license upgrades, phone/email/fax support (Mon-Fri, 8 AM-4 PM), next business day response, product version upgrades, and 2 hours of on-site emergency response.

• Software and Hardware Support Services: Includes quarterly site visits (up to 4 days each), remote phone/email support during business hours, in-house administrative support, engineering, and project management.

• Specific Tasks:

  • Quarterly on-site visits for IT modifications, event log review, configuration backups, troubleshooting, and repair.
  • Support for VMware vSphere Essential Kit Plus Kit.
  • Technical assistance and guidance.
  • Hardware and software support for specific equipment (Schweitzer Electric Laboratories relays, Schneider Electric meters, ethernet switches).
  • Minor system migrations and operator changes.
  • Server to Server data migrations.
  • PLC and HMI updates and troubleshooting using Rockwell software.
  • Additional phone/email support outside of SupportPlus hours for remote troubleshooting and preventative maintenance.
  • Administrative support (system design documentation, architecture drawings, project management).
  • Hardware maintenance and ancillary support, including spare parts replacement.
  • Cybersecurity implementation to ensure compliance with DoD, NIST, DISA, and ATO requirements.
  • Two (2) emergency on-site visits for troubleshooting and repair within 2 hours.

• Preventative Maintenance: Includes inspection of SCADA workstations/servers, application review, substation/control panel inspections, spare parts inventory review, and user/administrator training.

• Period of Performance:

  • Line Item 0001: 17 Aug 2026 to 16 Aug 2027 (12 Months)
  • Line Item 0002: 17 Aug 2026 to 16 Aug 2027 (12 Months)
  • Line Item 0003: 17 Aug 2026 to 16 Aug 2027 (2 Visits)

• Pricing Arrangement: Firm Fixed Price.

• Quote Preparation:

  • Demonstrate ability to provide service within the required Period of Performance.
  • Provide firm-fixed price for each line item.
  • Include unit price and total amount for each line item.
  • Quote FOB Destination pricing.
  • Submit completed SF1449 (pages 17 and 30).
  • Provide at least three (3) relevant past performance references, including agency/company name, contract number, POC, description, total value, and period of performance.

• Evaluation Factors: Award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price, technical ability, and past performance. A best value approach will be used.

• Authorized Integrator Requirement: To be considered for award, the servicer must be an Original Equipment Manufacturer (OEM) federally authorized integrator of the service. Proof of authorization is required.

• Small Business Set-Aside: The solicitation is a Total Small Business Set-Aside.

• Base Access: Access to Marine Corps Air Station Cherry Point is required. Contractors must follow all procedures for access, including obtaining DBIDS credentials and complying with REAL ID Act requirements. Appropriate PPE is required.

• Payment Instructions: Payment requests and receiving reports must be submitted electronically via the Wide Area Workflow (WAWF) system.

• Cybersecurity: Compliance with NIST SP 800-171 DoD Assessment Requirements is mandatory. Contractors must have a current assessment posted in SPRS.
