This Request for Quote (RFQ) is for a firm-fixed-price purchase order for 12 Vyond Enterprise Edition user licenses for the Department of the Interior (DOI), Office of the Secretary (OS), Office of Employee Development (OED). The requirement is to support the consolidation of existing Vyond user licenses into a single contract with a new authorized reseller, ensuring continuity of access and data for creating, editing, and maintaining animated training and communication media.

• Period of Performance: Base Period (05/01/2026 to 04/30/2027), Option Year 1 (05/01/2027 to 04/30/2028), Option Year 2 (05/01/2028 to 04/30/2029), Option Year 3 (05/01/2029 to 04/30/2030), Option Year 4 (05/01/2030 to 04/30/2031).

• Quotes must be submitted electronically in two separate files: Volume I - Technical and Volume II - Price.

• Technical Quote: Must demonstrate meeting minimum requirements in the SOW.

• Past Performance: Information on up to three (3) similar contracts from the past three years is required. Evaluation will use CPARS. A neutral rating will be assigned if no record exists.

• Price Quote: Must be firm-fixed-price, inclusive of all costs, and submitted using the Price Schedule in the SOW.

• Basis of Award: Best value to the Government based on the lowest evaluated price among technically acceptable quotes with acceptable or neutral past performance.

• Questions due by 3:00 p.m. ED April 7, 2026.

• This RFQ is set aside for a Small Business award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide continued access to the Vyond Enterprise animation platform for the Department of the Interior's Office of Employee Development (OED) to create, edit, and maintain animated training and communication media, ensuring continuity with existing OED-developed content.

• Provide twelve (12) Vyond Enterprise Edition user licenses for OED personnel.

• Support the consolidation of existing Vyond user licenses from multiple contracts into a unified Enterprise environment.

• Ensure uninterrupted access to existing OED projects, media libraries, and user content during the transition.

• Provide Enterprise capabilities including Shared Spaces, brand governance, templates, asset collections, integrated premium voices, and Secure Suite controls.

• Plan and execute the license transition to avoid service interruption.

• Twelve (12) Vyond Enterprise Edition licenses per period of performance.

• Consolidated access to existing OED assets and media libraries.

• Continued ability for OED users to create, edit, and export animated media.

• Written Transition Plan within five (5) calendar days of contract award.

• Base Period: May 1, 2026 – April 30, 2027.

• Four (4) Option Years, each one year in duration.

• Additional 6-month option (FAR 52.217-8).

• Place of Performance: Virtual/remote from Government duty locations; platform is cloud-hosted.

• Contractor must be an authorized Vyond reseller or partner of record.

• Quoter must provide Vyond Enterprise Edition with specific features (Shared Spaces, AI voices, Secure Suite controls, etc.).

• Quoter must demonstrate an approach to consolidating licenses and user accounts without data loss or interruption.

• Technical and past performance quotes are required, with award to the lowest-priced technically acceptable quoter with acceptable or neutral past performance.
