In accordance with FAR 15.201 Exchanges with Industry Before Receipt of Proposals, the United States Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, is hosting an Industry Day. This event provides small and large business firms with the opportunity to learn about and provide input for the upcoming posting of the Indefinite Delivery Indefinite Quantity contract for Heavy Equipment Rental.

This notification does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation, award a contract, or conduct an acquisition in any way. The U.S. Government is not liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Industry Day will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosure to non‐Government personnel and entities.

Any submitted information may be used to structure future solicitations. Sensitive, proprietary, or otherwise confidential information must be marked appropriately. Information received from respondents will not be shared with other vendors. Respondents will not be notified of the results of the market research. Response to this Industry Day is not required to respond to any future solicitation that may follow; however, the information gathered through this exchange may influence strategy development.

BACKGROUND
The Provo Area Office Force Account (PAO FA) provides in-house construction services for the Bureau of Reclamation and other federal agencies. These services range from dam repairs to wetland mitigation and are performed across 17 western states.

To support these operations, the Bureau requires a flexible, responsive contract for heavy equipment rental.

PURPOSE
The primary objective of this Industry Day is to gather valuable feedback from industry partners on the potential expansion of the existing IDIQ contract to support additional regional locations within the Bureau of Reclamation’s operational footprint.

We are particularly interested in industry insights related to:
• Fleet readiness and availability
• Logistical capabilities for remote and geographically dispersed sites
• Technical compatibility with government systems
• Rapid response and service delivery

This event will provide an opportunity for participants to engage directly with Reclamation contracting officials and the technical lead, fostering a collaborative dialogue to help shape the acquisition strategy and ensure alignment with industry’s best practices.

CORE REQUIREMENTS
1. Equipment Rental & Delivery
• Equipment must be delivered to the project site.
• If sourced from beyond 300 miles, contractor must coordinate delivery (may require subcontracting).
2. Maintenance & Repair
• Onsite repair response within 6 hours; replacement within 24 hours.
• Equipment must be in excellent condition, <3,000 hours, and <5 years old.
• Government may request repair of government-owned fleet.
3. Technical Compatibility
• Some equipment must be Trimble Earthworks-ready (e.g., D6 Dozer, 349 & 325 Excavators, 140M AWD Grader).
• Compatibility with government-owned grade control systems is essential.
