This is a Sources Sought Announcement for market research purposes. The Department of Veterans Affairs (VA) San Diego Healthcare System is seeking information on qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), 8(a), HUBZone, and other small businesses capable of providing temporary rental boiler operators. This is not a solicitation, and no contract award is guaranteed.

• Provide experienced boiler operators for 24/7 on-site monitoring and operation of a temporary rental boiler.

• Ensure continuous coverage with a rotating schedule (one operator per shift).

• Monitor and operate the boiler, ensuring safety compliance.

• Perform required annual/monthly preventative maintenance as per manufacturer and code requirements.

• Record daily logs, coordinate maintenance, and respond to emergencies.

• Specific tasks include checking controls, inspecting firebox and tubes, checking gauge glass valves, adjusting linkages, calibrating drum level and steam pressure, checking PLC inputs/outputs, checking HRSG control panel, and performing loop checks.

• Provide safety meetings and lockout procedures.

• Daily check-outs with SDVA engineers and reporting of equipment status.

• Provide calibration reports for calibrated instruments, an electronic copy of the PLC program backup, and an electronic copy of the HMI and database.

• Period of Performance (POP): 07/01/2026 - 06/30/2028 (Base Year + One Option Year).

• The VA is mandated to consider a total set-aside for SDVOSBs. If SDVOSB responses are inadequate, alternate set-asides or full and open competition may be considered.

• No sub-contracting opportunities are anticipated.

• Offerors must be registered in SAM.gov and complete ORCA.
