• Provide one (1) operator per shift on a rotating schedule for 24/7 coverage.

• Monitor and operate the temporary rental boiler, ensuring safety compliance.

  • Inspecting HRSG control panel components for loose connections and proper operation.
  • Loop checking PLC with transmitters and submitting calibration logs.
  • Adjusting boiler limits, pressure controls, and running interlocks.
  • Conducting safety meetings, including lockout procedures.
  • Providing daily operational status updates.
  • Tagging equipment as "Unsafe to Operate" when necessary.

• Continuous 24/7 on-site presence at Building 2 - Central Utilities Plant, VAMC San Diego.

• Vendor must obtain all necessary licenses.

• Vendor must take precautions to protect people and property and maintain personal liability and property damage insurance.

• Vendor personnel must comply with all applicable Federal, State, and VA safety and fire regulations and codes (including OSHA, NFPA 70E, etc.).

• Vendor must provide all necessary tools and Personal Protective Equipment (PPE).

• Workers entering asbestos-containing areas must have a valid asbestos certification (16 hours minimum) and fit test certification.

• Vendor personnel must wear VA-issued I.D. badges.

• Work is to be performed during normal business hours unless otherwise approved.

• Vendor is responsible for overtime and holiday pay for its employees; such costs will not be billed to or reimbursed by the Government.

• Vendor must comply with VA Master Specifications and other referenced standards (ASME, NFPA, etc.).

• Vendor must submit monthly invoices electronically via the Tungsten-Network System.

• Vendor must provide services with minimal interference to Government operations.
