This document is a provision titled "Trade Agreements Certificate" (FAR 52.225-6). It requires offerors to certify compliance with the Trade Agreements Act.

• Certification: Offerors must certify that each end product offered is either U.S.-made or a designated country end product, as defined in the "Trade Agreements" clause.
• Exceptions: Offerors must list any supplies that are not U.S.-made or designated country end products in the provided table, specifying the line item number and country of origin.
• Evaluation: The Government will evaluate offers based on the policies in FAR Part 25. For items covered by the WTO GPA, offers of U.S.-made or designated country end products will be evaluated without regard to Buy American statute restrictions. Offers of non-U.S.-made or designated country end products will only be considered if no acceptable offers of U.S.-made or designated country end products are received.

Bidders must carefully review this provision to determine the country of origin for all their end products. Failure to properly certify or list non-compliant products may affect the evaluation and award of the contract. This provision is critical for determining eligibility for award under the Trade Agreements Act.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Rocky Mountain Regional VA Medical Center (RMR VAMC) requires the rental of specialized medical beds and mattresses to ensure high-quality patient care, comfort, safety, and adequate medical support.

The contractor shall provide rental beds and mattresses, including delivery, setup, maintenance, and removal. The scope includes various types of beds and mattresses meeting specific requirements.

• Types of Beds: Bariatric Beds (with low air loss), Med-Surg Beds, Low Air Loss Beds, Specialty Beds (e.g., ICU beds).

• Bed Specifications: Adjustable height (<=12 inches from floor), adjustable head/foot sections, locking side rails, integrated scale (bariatric), low air loss functionality, compliance with infection control, FDA compliance, VA Safe Patient Handling requirements. Desired features include under-bed light and AC receptacles.

• Mattress Specifications: Specialty Support mattresses for pressure relief, moisture control, and management of up to Stage 4 pressure injuries. Mattress covers for low air loss mattresses to be replaced monthly.

• Delivery & Setup: Within 12 hours of request to RMR VAMC, Aurora, CO. Includes setup, ensuring operational status, providing training, operator manuals, and cleaning up debris.

• Service, Maintenance & Repairs: 24/7/365 service. Routine maintenance, cleaning/decontamination prior to delivery, operator training upon request. Loaner products required if a frame is down for >2-3 hours. Response to repair requests within 6 hours; replacement within 24 hours if not repairable on-site.

• Removal: Within 24 hours of request. Broken equipment pickup as soon as possible.

• Ordering: Orders accepted only from designated VA personnel post-award.

• Identification: Contractor employees must wear visible identification.

• On-time delivery and setup: 95%

• Response to maintenance/repair requests within 24 hours: 95%

• Replacement of non-repairable beds within 24 hours: 95%

• Place of Performance: Rocky Mountain Regional VA Medical Center, 1700 N Wheeling St, Aurora, CO 80045.

• Contractor personnel must comply with VA security policies, including background checks and identification badges.

• Invoicing via Tungsten (VA's electronic system) with detailed breakdown.

• Contractor parking is the responsibility of the contractor.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ #: 36C25926Q0275) for commercial items, seeking quotes for specialty bed and mattress rental services for the Department of Veterans Affairs, Eastern Colorado Health Care System, Rocky Mountain Regional Medical Center in Aurora, Colorado. The government anticipates awarding a firm-fixed-price contract. The government reserves the right to make no award.

The core requirement is the daily rental of specialty beds and mattresses, including:

• Low Air Loss/Weigh-Based Pressure Redistribution Mattress and Frame
• Bariatric Frame and Mattress (up to 1,000 lbs with rotation abilities)
• Bariatric Frame and Pressure Redistribution Air Surface (automatic weight adjustment)

• Contract Type: Firm-Fixed-Price

• Period of Performance: Base Year (March 2, 2026 – March 1, 2027) with four (4) option years.

• The contract includes FAR 52.217-8 (Option to Extend Services) and FAR 52.217-9 (Option to Extend the Term of the Contract), with a total potential duration not to exceed 5 years.

• Response Date/Time: February 24, 2026, 10:00 AM Mountain Time, Denver, USA.

• Submission Method: Emailed quotes only to Noaa.Lanotte@va.gov (10MB email limit). Faxed or hand-carried quotes will not be accepted.

• Evaluation Factors: Offers will be evaluated based on Technical Capability, Past Performance, and Price. Award will be made to the responsible offeror whose quote is most advantageous to the Government.

• Award Basis: Award may be made solely on initial quotes received. Award will be made on an All or Nothing Basis.

• NAICS Code: 532490 (Small business size standard: $40 Million).

• This solicitation is unrestricted.

• Offerors must complete and submit the "Attachment – FAR 52.225-6 Trade Agreements Certificate."

• Quotes must include Technical Capability, Past Performance, Price, and the Trade Agreements Certificate.

• Offerors are cautioned against contacting VA personnel other than the Contracting Officer or Contract Specialist.
