This notice is for informational and planning purposes to conduct market research for metered mail services at the C. W. Bill Young VA Medical Center (Bay Pines, FL) and Lee County Veterans Healthcare Center (Cape Coral, FL). The Department of Veterans Affairs (VA) is seeking to acquire a new lease for cost-saving Mailing System equipment, including supplies, updates, and service. The goal is to manage mail operations and meet all USPS, Federal, and VA mail processing requirements.

• Leased Mailing System: State-of-the-art digital mailing and package tracking solution.

• Components: Folding/inserting equipment, mail metering capability, inbound/outbound mail tracking, software, and maintenance.

• Scope: Lease of digital mailing and package tracking solution, including software and services for metered mail, folding/inserting, tracking, and maintenance, hosted in the VA Enterprise Cloud.

• Technical Requirements: All leased services must be TRM approved, adhere to USPS Domestic Mail Manual (DMM) and shipping partner rules (UPS, FedEx, DHL), include rate shopping capabilities, and be FISMA/FIPS compliant.

• Product Requirements: Hardware and software for metered mailing, inbound/outbound package tracking, barcode spraying, address validation, and enhanced mailing/shipping software for cost analysis and reporting.

• Inbound Tracking: Cloud-based, FedRAMP authorized solution with real-time visibility, automated notifications, and handheld scanners (FIPS 140-2 certified).

• Maintenance: Contractor to perform all preventive and reparative maintenance, responding within 24 hours.

• Supplies: Initial stock of supplies (ink, meter tape, etc.) to be provided at delivery.

• Training: Key user and alternate training to be provided on-site.

• Period of Performance: Base year with four option years.

• Lease Basis: All requirements acquired on a lease basis.
