This solicitation is for Grounds Maintenance Services to support the 99th Readiness Division at the Gerry USARC in Gerry, NY. The services will be performed in accordance with the Performance Work Statement (PWS).

Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD).

This PWS outlines requirements for grounds maintenance services at Gerry USARC, 4455 Lavant Road, Gerry NY 14740. Services include mowing, edging, trimming, spring/fall cleanup, weeding/planting bed maintenance, and pruning/trimming of visually prominent trees, shrubs, hedges, and bushes. The contractor is responsible for all personnel, supplies, supervision, tools, materials, and equipment necessary, except for government-furnished utilities (water).

• Mowing: Grass cut to 2-3 inches, clippings removed within 4 hours. Areas maintained to commercial standards, including overgrown areas. Routine policing of grounds during mowing.

• Trimming/Edging: Performed as specified in the schedule or directed by COR/RFOS.

• Cleanup: Removal of refuse, leaves, and vegetation from specified areas. Fence lines cleared a minimum of 6 feet on each side without chemical treatment.

• Weeding: Planting beds weeded monthly or as directed.

• Pruning: Deadwood pruned/trimmed twice yearly (April and September) for trees up to 20' in height, maintaining natural shape.

• Quality Control: Contractor must maintain effective QC. Government will use a Quality Assurance Surveillance Plan (QASP) and an inspection sheet (Exhibit 2) for evaluation.

• Reporting: Accurate photographs of service areas required before and after work within 24 hours. Invoices require a signed checklist (Exhibit 2) and will not be processed without them. Service Contract Reporting into SAM.GOV is required.

• Period of Performance: One base year and four twelve-month option periods. Work commences within 7 calendar days of award.

• Seasonal Schedule: March-November in Southern Region (MD, VA, WV); April-November in Northern Region (ME, NH, VT, MA, NY, NJ, PA, RI, CT, DE).

• Place of Performance: Gerry USARC, 4455 Lavant Road, Gerry NY 14740.

• Contract Type: Firm Fixed Price.

• Hours of Operation: 8:00 AM to 4:30 PM, Monday-Friday, excluding Federal Holidays, unless prior approval is obtained for non-duty hours.

• Personnel: Must communicate in English. Contractor representative required on-site during normal duty hours. Employees must be capable, trained, and maintain a neat appearance. Background checks and adherence to security regulations are mandatory.

• Security: Compliance with all security regulations, subject to security checks. Key control procedures must be followed. AT Level 1, iWATCH, and OPSEC training required for contractor employees.

• Site Visit: Vendors are urged to conduct a site visit prior to submitting an offer.

• Disposal: All refuse and debris must be disposed of off-installation at an approved landfill. Government dumpsters are not to be used.

• Liability: Contractor assumes full liability for damage to Government property or injury to persons/property resulting from operations.

• Environmental Protection: Compliance with all Federal, State, and local environmental laws and regulations.
