Evaluation & Submission
This solicitation initiates the technical proposal (Step-One) submission period. Technical proposals shall not include prices or pricing information. Only bids based on technically acceptable proposals will be considered for Step-Two (price bids). The Government may make a final determination on acceptability solely based on the submitted proposal but may request additional information. Multiple technical proposals may be submitted by each offeror.
Key areas for technical acceptability include:
- Past Experience: Repair/overhaul of UH-60 searchlight or similar items, including contract details and points of contact.
- Capabilities: Overhaul/replacement, documented quality plan (calibration, continuous improvement, non-conformance, obsolescence, training, test stand certification, traceability).
- Technician Skills: Experience in electrical connector work, circuit-board repair, and wire repair.
- Facilities & Equipment: ESD prevention, paint/corrosion repair, surface defect repair, environmental controls, IUID support, electronic test equipment, software/firmware equipment, OEM test stand or certified equivalent.
- Overhaul Plan: Willingness to submit a plan covering receiving, pre-test, disassembly, cleaning, inspection, repair, assembly, final test, coating, and packaging instructions.
- Supply Chain: Ability to acquire necessary parts, tooling, materials, and experience with Sirio Panel (Cage 7AW54).
- Technical Data: Access to/possession of OEM technical data and engineering drawings (schematics, ATP, CMM), and proof of rights.
