Scope of Work
This contract extension will ensure the continued provision of non-personal services for the Training Instructor Operator Support Services (TRIOSS) program. Key services include:
- Instructor/Operator (I/O) support for medical training aids, devices, simulators, and simulations (TADSS) across 25 locations (CONUS and OCONUS).
- Facilitating Combat Medic sustainment training, including MEDIC (TC8-800 Tables), Tactical Combat Casualty Care (TCCC/TC3), and National Registry of Emergency Medical Technician (NREMT) training.
- Providing training for Combat Life Saver (CLS) initial and sustainment training for non-medical personnel.
- Exercise Planning, Management, and Operator Support, including scenario development, AARs, and operator-level maintenance for medical TADSS.
- Personnel must maintain current certifications (e.g., NREMT, BLS-HCP, ACLS) and meet specific qualification requirements based on military occupational specialties.

Action & Justification
This sole source action is necessary to ensure continued support of the TRIOSS program while a protest of the follow-on contract is resolved. Awarding to any entity other than Phoenix Logistics, LLC would result in a significant break in service and unacceptable delays. Interested firms must demonstrate their technical knowledge and experience in delivering medical skills training in a simulated environment, and their ability to complete phase-in activities and commence full performance by July 28, 2026. Responses will be considered solely for determining whether to conduct a competitive procurement. All responding contractors must be registered in SAM.
