The Army Contracting Command-Aberdeen Proving Ground, Belvoir, on behalf of the US Army's Communications-Electronics Command, Integrated Logistics Sustainment Center (CECOM ILSC), intends to negotiate a sole source contract with ELTA North America (ENA) for the sustainment of the Husky Mounted Detection System (HMDS). Scope of Work
This contract will provide comprehensive sustainment for the HMDS, including:
- Procurement of HMDS 6B services.
- Non-personal services such as HMDS technical services, engineering changes, and depot-level maintenance.
- HMDS technical, logistics, and management data support.
- Limited vendor-specific/proprietary services.
The effort aims to satisfy requirements for continued production of HMDS 6B repair parts and sustainment of the Army’s Quick Reaction Capability (QRC) and Program of Record (POR) fleets through FY31. The work will be performed at ENA's facilities in Annapolis, MD.

Evaluation
This notice is NOT a request for proposals. The Government will consider capability information received to assess the availability of capable sources and inform its acquisition strategy. A determination not to compete is solely at the Government's discretion.
Additional Notes
Certain aspects of this effort involve proprietary data, designs, or systems. ENA has purchased all technical data (proprietary and non-proprietary) and program documentation from the previous incumbent, Chemring Sensors and Electronic Systems (CSES). Responses should demonstrate the ability to perform the requirement, including relevant experience, ability to work with or obtain necessary data rights, and any feasible alternative approaches that do not rely on restricted proprietary information.
