Statement of Work (SOW) / Performance Work Statement (PWS)

To provide agricultural wash services for Department of Defense (DOD) sponsored exercise or special mission cargo entering the United States European Command Area of Responsibility (USEUCOM AOR). The goal is to ensure all equipment and cargo is free of agricultural contaminants before being shipped to any European Union country.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for Equipment Disinfecting Services.

• Apply a 1% Virkon solution to disinfect National Guard equipment, including connex boxes, trailers, and generators.

• Capture and dispose of all Virkon runoff.

• Ensure equipment is clean and free of dirt/debris prior to disinfection.

• Maximum coverage of chemical solution on exterior surfaces of all equipment.

• 90% first inspection pass rate.

• Army personnel will inspect equipment for sanitation and coverage.

• Veterinary Certified personnel will inspect vehicles.

• Contractor will issue a certificate of application upon project completion.

• Provide an executed disposal manifest for record.

• Period of Performance: No more than 3 days, beginning 26 May 2026, and ending 28 May 2026.

• Place of Performance: Volunteer Training Site in Smyrna, TN.

• Hours of Service: 0700-1600, Monday through Sunday, except on recognized US holidays or when the facility is closed.

• Teleworking is not authorized.

• Contractor employees must comply with all installation regulations, including fire, traffic, safety, and security.

• Employees must possess required licenses for operating Virkon-S Ag Washing.

• Contractor must develop and maintain an effective Quality Control (QC) Plan and Quality Assurance (QA) Plan.

• Background checks and Common Access Card (CAC) issuance may be required for personnel.

• Awareness Training (Level 1) and iWATCH Training are required for employees.

• Contractor must safeguard all Government property.

• No lock combinations are to be revealed to unauthorized persons.

• Contractor must designate a Contract Manager (CM).

• Contractor employees must identify themselves as contractors.

• Zero tolerance policy regarding trafficking in persons.

• Address any Organizational Conflicts of Interest (OCI).

Solicitation / RFP / RFQ

This solicitation is issued by the Tennessee Army National Guard (TNARNG) Purchasing and Contracting office for a commercial, single-award contract. It requests quotes for commercial products or services in accordance with FAR subpart 12.6. This announcement is the only solicitation; no written solicitation will be issued.

• Service: Disinfection of approximately 112 pieces of National Guard equipment (connex boxes, trailers, generators, vehicles) using a 1% Virkon solution.

• Materials/Handling: Contractor is responsible for providing all materials and handling equipment.

• FOB: Destination

• Period of Performance (POP): No more than 3 days, beginning May 26, 2026, and ending March 28, 2028.

• Performance Location: TN Army National Guard, ATTN: CW2, Clint Nelson, 680 Fitzhugh Blvd, Smyrna, TN 37167.

• Contract Type: Firm Fixed Price.

• Period of Performance: As stated above.

• NAICS Code: 561720 (Janitorial Services), with a size standard of $22 million.

• Set-Aside: Competed IAW FAR 8.6 and set-aside in totality for Small Business entities IAW FAR 19.502.

• SAM Registration: Vendor must be active in SAM and have "ALL AWARDS" listed for their quote to be accepted. Unique Entity Identifier/Cage number must be included on the quote.
