This is a Request for Quote (RFQ) for catering services for the 278th RSS Meals across five locations in Tennessee. The requirement is set aside for small businesses.

• Provision of individual meals (breakfast and dinner) from July 11-27, 2026.

• Delivery of meals to specified armories at five locations: Louisville, Columbia, Lobelville, Tullahoma, & New Tazwell, TN.

• The contractor must be able to accommodate delivery to all locations.

• A Performance Work Statement (PWS) is attached for detailed requirements.

• The Federal Government is tax-exempt.

• One contract will be awarded for all locations.

• Period of Performance: July 11, 2026 - July 27, 2026.

• Contract type: Firm Fixed Price.

• Quotes are due by Tuesday, June 23, 2026, at 11:00 am CST / 12:00 pm EST.

• Evaluation factors include: Technical capability (facility accommodation, on-time delivery), menu provision, ability to complete all locations, and price. Technical and Price are more important than Past Performance.

• Offerors must state "ALL AWARDS" in their SAM.gov record.

• Quotes must be valid for at least 30 days.

• Invoicing will be done electronically through WAWF.

• This procurement is a "SMALL BUSINESS" set-aside.

• NAICS Code: 722320 (Caters) with a small business size standard of $47M.

• Vendor must have NAICS Code 722320.

• Quotes will not be accepted from outside the USA.

• No lodging is included with this requirement.

• A Tax-Exempt form will be provided at the time of award.

• The attached Meal Roster must be filled in with the final price.

Performance Work Statement (PWS)

To provide annual training support for the 278TH ARC RSS AT Meals for Service Members of the TNARNG.

• Provide all personnel, equipment, tools, materials, supervision, and quality control necessary for the 278TH ARC RSS AT Meals.

• Services include providing meals at 5 specified locations: Louisville, Columbia, Lobelville, Tullahoma, & New Tazwell, TN.

• Meals are to be delivered to the armory.

• The contractor shall fill in the attached Meal Roster with the final price, considering the federal government's per-diem rate.

• The federal government is tax-exempt; a Tax-Exempt form will be provided at award.

• This will be awarded as one contract for all locations.

• Meals must be delivered on time to each location.

• Meals must be served hot.

• Acceptable Quality Level (AQL) for meal delivery and quality is 98%.

• Surveillance will be conducted by the COR through inspection and after-action reviews.

• Period of Performance: July 11, 2026 - July 27, 2026.

• Locations: 5 specified locations in Tennessee (Louisville, Columbia, Lobelville, Tullahoma, & New Tazwell, TN).

• Security Requirements: Contractor must comply with installation/facility access and local security policies. Background checks and PIV requirements are necessary for installation access. COMSEC/IT security policies must be followed.

• Physical Security: Contractor shall safeguard all Government property.

• Contract Manager (CM): Contractor must designate a CM with full authority to act on contract matters.

• Combating Trafficking in Persons: Zero-tolerance policy applies.

• Applicable Publications: Includes FAR, DFARS, and various DoD/Army directives and regulations related to security, PIV, and information assurance.

• Applicable Forms: DD 1172-2, I-9, DD 441, DD 250.

• Government Furnished Property/Materials/Equipment/Services (GFP/M/E/S): RESERVED.

• Contractor Furnished Property/Materials/Equipment (CFP/M/E): Contractor shall furnish all items not specified as Government-Furnished.
