Statement of Work (SOW) / Performance Work Statement (PWS)

To decommission two adjacent underground non-regulated fuel storage tanks (UST) at Turnbull National Wildlife Refuge (NWR) in accordance with Spokane County Code.

• Abatement (Base Bid): Provide certified staff and equipment to clean and abate two USTs (45" diameter, 75" length). This includes pumping, purging, cutting, cleaning, and disposal of diesel sludge and other liquid fuel/water at a Subtitle D Disposal facility.

• Sampling: Collect and analyze at least two soil samples from underneath each tank for BTEX, NWTPH_Dx, and NWTPH_Gx.

• Final Report: Prepare a report detailing permits obtained, disposal plans, hazardous material testing results, and quantities of materials removed and disposed of.

• Option 1: Removal and Disposal: Remove and properly dispose of the two cleaned USTs.

• Work must comply with Spokane County Code and WA DOE regulations (173-360A WAC).

• Deliverables include cleaning, hazardous waste disposal, sampling, reporting, and optional tank removal.

• Government acceptance is contingent upon completion of awarded tasks.

• Required Submittal: Final Non-Regulated Tank Report including analytical soil test results and disposal quantities.
