Statement of Objectives (SOO)

This Statement of Objectives (SOO) aims to acquire Design/Build services for the repair, upgrade, and modernization of Building 562 at RAF Alconbury. The contractor will be responsible for all management, tools, supplies, equipment, labor, design services, and necessary licenses/permits. The project encompasses improvements to the building's roofing, exterior walls, drainage, access points, and fenestration.

• Roof and Drainage Integrity: Provide a weather-tight roofing system, safely remove/cap redundant systems, and implement robust storm water drainage.

• Exterior Envelope and Structural Durability: Ensure a structurally sound, sealed, and durable exterior wall system with seamless junctions and a long-term corrosion-resistant finish.

• Natural Light and Ventilation Optimization: Maximize natural daylight and enhance ventilation in specific office areas.

• Access, Egress, and Life Safety Improvements: Modernize rear access points, ensure emergency egress routes meet life safety codes, and provide secure, code-compliant exterior traversal routes.

• Sustainable and Compliant Design: Integrate sustainable, life cycle cost-effective practices in accordance with specified government guidelines.

• Regulatory Standards: Adhere to the strictest of UK and US regulations, Unified Facilities Criteria (UFC), and specific wiring standards (BS7671, JSP375 Vol3). Mechanical and electrical work must comply with M&E specifications 034, 036, and 037. The contractor must act as Principal Designer and Construction Contractor per UK Construction laws and CDM 2015 Regulations.

• Base Operations & Safety: Minimize interference with base activities, coordinate utility outages, and provide a Risk Assessment and Methods Statement (RAMS) and Construction Phase Health and Safety Plan. Specific personnel must be certified and interviewed.

• Testing and Assessments: The contractor is responsible for initial assessments, surveys (including asbestos), and electrical safety testing.

• Design Schedule: Must account for UK/US holidays and shutdowns. At least 4 weeks are required between phase acceptances and subsequent submittals.

• Key Milestones: Project Kick-off (within 1 week of award), 35% Design (RIBA Stage 2), 65% Design (RIBA Stage 3), 95% Design (RIBA Stage 4), and Final Design Package (including specifications, GANTT chart, equipment cut sheets, and As-builts).

• Additional Submittals: AF3000 documentation (within 15 days of award), operational characteristics for major equipment on drawings, asset change form, and maintenance schedules upon project completion. Two O&M hardcopies are required prior to closeout.

Solicitation / RFP / RFQ

The proposal shall consist of three parts:

• Part I - Technical: Includes a Project Plan detailing the offeror's approach, means, and methods, timelines, and objectives, along with a Safety Plan outlining safety precautions.

• Part II - Past Performance: Requires recent and relevant information (within the last 5 years) regarding the offeror's actions under previously awarded contracts of similar nature, magnitude, and scope.

• Evaluation Factors (Section M): Award will be made on a best-value basis, considering Technical, Past Performance, and Price. Award will be made to the lowest-priced offeror with ACCEPTABLE technical and SATISFACTORY past performance ratings.

• Technical Capability: Evaluated on an ACCEPTABLE/UNACCEPTABLE basis. A proposal is ACCEPTABLE if it clearly meets the minimum requirements.

• Past Performance: Offerors must receive a SATISFACTORY rating. Requires 2 relevant and recent references (within the last 5 years) with no adverse findings.

• Price: Offerors meeting technical and past performance requirements will be ranked by price. The lowest-priced offer will be evaluated for fairness and reasonableness.

• Offerors must be registered and have an active status in the System for Award Management (SAM) to be eligible for award.

• Failure to meet any solicitation requirement may result in ineligibility for award.

• Offerors must clearly identify any exceptions to terms and conditions and provide a rationale.
