Amendment / Modification

This amendment to Solicitation SP3300-26-Q-0123 extends the deadline for quote submissions and provides answers to vendor questions.

• Section One: Notice to Quoters, Paragraph 5: The closing date and time for quotes has been extended to May 1, 2026, at 12:00 PM EST.

• The deadline for submitting quotes has been extended.

• Finish Type: A 2-part epoxy finish is NOT acceptable; a powder coat finish is required.

• Brake Type: Only one type of brake (step on floor lock OR tongue actuated brake) is required; a manufacturer's equivalent is acceptable.

• Steering: Front axle steer only (5th wheel steering) is required. Quad steer steering is NOT acceptable.

• Pipe End Rack: The specification for the "One approximately 36" tall fixed pipe end rack with crossbars" has been deleted.

• Tires: 6.00-9/10 ply pneumatic tires are NOT acceptable due to the trailers' use in unimproved lots and the risk of cargo damage from smaller tires.

• Towing Speed: Trailers will be towed at a maximum speed of 25 mph.

All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, specifically warehouse trailers, for DLA Distribution Corpus Christi, TX. It serves as the sole solicitation, and no separate written solicitation will be issued. The government intends to award a single firm-fixed-price purchase order.

• Item: Warehouse trailers (6,000 lbs capacity, Tow, Front axle steer only, 48" W x 96" L x 30" H, Hardwood Decking 2" x 8", Pintle hitch system, 2EA safety chains, 1" stand off rub rail, Tongue up brake or equivalent).

• Packaging: Must be packaged in accordance with ASTM D3951.

• Specifications: Quoters must meet the specifications outlined in Attachment 2. Descriptive literature or documentation from the manufacturer is required to demonstrate compliance. Alternate specifications may be provided if the product does not meet the requirements.

• Contract Type: Firm-Fixed Price purchase order.

• Period of Performance: Delivery lead time is 180 days After Receipt of Order. Specific delivery dates are to be provided by the quoter.

• FOB: Destination.

• Quote Submission Deadline: April 29, 2026, 12:00 PM EST.

• Submission Method: Electronically via email to Thomas.semones@dla.mil. Facsimile and hard copy submissions will not be accepted.

• Quote Format: Must include Technical Capability, Past Performance, and Pricing & Administrative sections. Quotes must be submitted as three separate files: Technical Capability, Past Performance, and Pricing & Administrative.

• Evaluation Criteria: Award will be made to the acceptable quoter with the lowest evaluated price. Technical Capability and Past Performance will be evaluated on an acceptable/unacceptable basis. Price will be the determining factor among technically acceptable quotes.

• Quote Acceptance Period: 60 calendar days from the date specified for receipt of quotes.

• Set-Aside: 100% Small Business Set-Aside.

• NAICS Code: 336212.

• Size Standard: 1,000 employees.

• Deadline for Questions: April 22, 2026, 12:00 PM EST.

• System for Award Management (SAM): Registration in SAM is required by the quotation submission date.

• Invoicing and Payment: Will be made via Wide Area Work Flow (WAWF).

• Supply Chain Traceability: Contractors must retain documented evidence of supply chain traceability.

• Controlled Unclassified Information (CUI): Specific CUI markings are required on quote files.
