Quick Summary
The Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's (DOE) Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified vendors for the construction of a new lined warm waste pond at the Advanced Test Reactor (ATR) Complex in Idaho Falls, ID. This EOI serves as the initial step to identify potential bidders for a future formal Request for Proposal (RFP). Responses are due by March 17, 2026.
Scope of Work
The project involves constructing a new lined warm waste pond, approximately 25% larger than existing individual ponds, to expand capacity and enhance resiliency for ongoing ATR operations. The anticipated scope of work includes:
- Subgrade preparation and installation of CSPE-R primary geomembrane liner, including anchor trenches and seam QA/QC.
- Installation of an HDPE secondary liner (double-lined system) with leak-detection layers and monitoring infrastructure.
- Extension of existing gravel roads for construction access and long-term operations.
- Extension of existing chain-link fences and security features around the new pond.
- Installation of power service for monitoring, pumping, and controls.
- Extension of the existing discharge line with required tie-ins and isolation.
- Implementation and testing of a leak detection system and redundant pumping system, including controls integration. Vendors must comply with applicable federal, state, and local requirements, as well as INL site procedures and quality programs.
