NOTICE OF INTENT TO SOLE SOURCE

Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Spectra Analysis Instruments Inc. located at 257 Simarano DR STE 106 Marlborough, Massachusetts 01752 for the following items: Spectra Analysis Instruments preventive maintenance and service repair. The NAICS code is 334516. CAGE Code: 6BC11

SPECIAL REQUIREMENTS: The contractor shall provide warranty services for government owned Spectra instruments. Services include annual preventative maintenance service which covers all the required maintenance outlined in the instrument handbook provided by the instrument manufacturer. The service also covers any required software updates and repairs that are needed on the instrument during the covered period. The technical support line is also available for use by the customer in troubleshooting possible instrumentation problems. The contractor shall provide a Spectra Analytical service engineer that will be dispatched to the equipment’s location after contacting the Service Department to schedule service. The contractor shall respond to unlimited emergency service calls within 48 hours (excluding weekends and federal holidays) to schedule proper time for onsite service. This applies to maintenance, services, and emergency repair requests. The contractor shall provide detailed service reports including quality assurance and certification for each instrument operations to original equipment manufacturer specifications per repair and services request within two (2) weeks after the visit.

The authority for this non-competitive award is 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that f competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 23 February 2023, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
