Statement of Work (SOW) / Performance Work Statement (PWS)

To procure solid waste collection and disposal services for Fort Bliss National Cemetery.

• General Waste (Fixed Schedule): Provide one (1) 6-yard dumpster and perform twice-weekly pick-ups (104 per year). Dumpster location to be determined with Fort Bliss personnel.

• General Waste (On-Call): Provide one (1) 20-yard roll-off dumpster and one (1) 30-yard roll-off dumpster on an as-needed basis. Government estimates 12 pick-ups for the 20-yard and 5 pick-ups for the 30-yard per year. Delivery and retrieval required within 24 hours of government notification. Government will hold dumpsters for a maximum of five (5) business days.

• Required Service: Services are on a fixed schedule, with potential for additional pick-ups within 24 hours of telephone notification from the Contracting Officer Representative (COR) or designated staff.

• Contractor personnel must speak English and communicate effectively.

• Drivers require a current, valid Commercial Driver’s License (CDL) with appropriate endorsements.

• Vehicles must be clearly marked with the contractor's name/logo, constructed to prevent waste loss, and covered/enclosed.

• Containers must be painted uniformly, pre-approved by COR, washable, leak-proof, durable, and free of holes. They must be cleaned and sanitized according to specific schedules (monthly or twice-monthly depending on season) and steam cleaned quarterly.

• Contractor must maintain satisfactory employee conduct and appearance; unsuitable employees may be removed.

• All spills must be reported immediately to the COR and Cemetery Director.
