Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for offsite waste pickup and destruction services for prohibited agricultural items seized by U.S. Customs and Border Protection (CBP) at various ports of entry in the San Diego Field Office (SDFO). The objective is to ensure safe and regulatory compliant disposal of these items in accordance with USDA APHIS policy.

• Service: Pickup and offsite incineration or steam-sterilization of APHIS-regulated garbage (prohibited agricultural items).

• Locations & Estimated Weekly Quantities:

  • Terminal 2, San Diego International Airport: 240 pounds
  • Shelter Island Harbor Police Dock: 40 pounds
  • Brown Field Airport: 140 pounds
  • Port of San Ysidro: 1000 pounds
  • Port of Otay Mesa: 425 pounds
  • Port of Tecate: 75 pounds

• Waste Streams: Includes TRASH, RUBBISH, REFUSE, and GARBAGE, as defined in the SOW.

• Contractor Responsibilities:

  • Provide storage containers (50-95 gallons, secure lids) and replacement bags.
  • Pick up waste and ensure proper incineration or steam-sterilization.
  • Provide documentation of proper disposal upon request.
  • Maintain an inventory of equipment and materials.
  • Adhere to USDA APHIS policy (7 CFR 330.400 – 330.403) and 9 CFR 94.5.
  • Possess a current compliance agreement approved by USDA APHIS PPQ.

• Pickup Frequency:

  • Monday, Wednesday, Friday (MWF): Terminal 2, Shelter Island, Brown Field Airport.
  • Tuesday, Thursday (T,Th): Port of San Ysidro, Port of Otay Mesa.
  • Wednesday (W): Port of Tecate.

• Reporting: Submit a weekly checklist and a monthly written report detailing pickups, disposals, dates, and weights to the Contracting Officer's Representative (COR).

• Compliance: Adherence to industry standards and USDA APHIS policies.

• Period of Performance: Base Year (6/30/2026 - 6/29/2027) with four (4) one-year option periods through 6/29/2031.

• Places of Performance: Six specified locations in San Diego and surrounding areas (listed in Scope of Work).

• Containers: Provide 5 containers (50-95 gallons) with secure lids and 3 mil bags.

• Background Checks: Contractor employees must pass a local NCIC background check, possess a driver's license, obtain a CBP sponsored airport SIDA badge, and undergo other checks as determined by CBP.

• Work Hours: Standard work hours are 6:00 a.m. to 6:00 p.m., Monday through Friday. Services must be performed on scheduled days regardless of holidays.

• Deliverables: Current Compliance Agreement with Port of San Diego (14 days from Award), Weekly Checklist (14 days from Pickup).
