This notice is for informational and planning purposes only to gather market information regarding the disposal of fuel oily wastewater from fuel tanks at Langley Air Force Base. The government is seeking to understand industry capabilities to determine if the requirement should be competed or set aside. This is not a formal Request for Quote (RFQ).

• Removal, transportation, and disposal of fuel oily wastewater.

• Operations must comply with DAFI 23-201 Fuels Management Chapter 8.2 Fuels Environmental and Safety Responsibilities.

• The draft Statement of Work (SOW) is provided to outline the size, scope, and complexity.

• The anticipated contract performance period is one (1) 12-month base period, with four (4) one-year option periods.

• The estimated award date is on or about May 24, 2026.

• The estimated RFQ release date is on or about May 8, 2026.

• Interested parties must submit a capabilities package (maximum 8 pages).

• The package should outline the company's relevant business abilities and address questions in Attachment 1.

• Submission deadline: April 30, 2026, 12:00 p.m. Eastern Time.

• Submission recipients: Vanity Wright (vanity.wright@us.af.mil) and Cameron Bettencourt (cameron.bettencourt@us.af.mil).

• The government will provide email confirmation of receipt.

• NAICS Code: 562211, Hazardous Waste Treatment and Disposal, with a size standard of $47M.

• Interested parties must be registered in the System for Award Management (SAM) under NAICS 562211.

• Attachment 1 includes questions to help determine if the requirement should be competed or set aside, and asks about small business status.

• This is a Sources Sought Notice, not a solicitation or RFQ.

• No contract will result from this notice.

• The government is not requesting technical or management proposals at this time.

• All information submitted will be used solely for market research purposes.

The Government is seeking to understand if the requirement should be competed or set aside.

• Removal, transportation, and disposal of fuel oily wastewater from Defense Logistics Agency capitalized fuel tanks.

• Operations must comply with DAFI 23-201 Fuels Management Chapter 8.2 Fuels Environmental and Safety Responsibilities.

• The anticipated performance period is one (1) 12-month base period with four (4) one-year option periods.

• Anticipated award date: on or about 08 May 2026.

• Anticipated Request for Quote (RFQ) release date: on or about 28 April 2026.

• This is NOT a formal Request for Quote; no contract will result from this notice.

• Interested parties must submit a capabilities package (no more than 8 pages total).

• The capabilities package should outline the company's key business abilities relevant to the requirement and address questions in Attachment 1.

• Submission deadline: 23 April 2026, 12:00 p.m. Eastern Time.

• Submission recipients: Vanity Wright (vanity.wright@us.af.mil) and Cameron Bettencourt (cameron.bettencourt@us.af.mil).

• Information submitted will be used for market research to formulate the acquisition strategy.

• Applicable NAICS Code: 562211, Hazardous Waste Treatment and Disposal, with a size standard of $47M.

• Interested parties must be registered in SAM.gov under NAICS 562211.

• Attachment 1 includes questions to help determine if the company is a Small Business concern under the specified NAICS code.

• The draft Statement of Work (SOW) is posted with this notice to provide details on size, scope, and complexity.

• Interested parties are responsible for monitoring SAM.gov for subsequent postings.

• Internet and e-mail are the primary means of communication; hard copies will not be provided.

• A confirmation of receipt will be provided via email.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove fuel oily waste from three 1,000-gallon Convault tanks located in the Fuel Storage yard at Langley Air Force Base within 24 hours of a service request.

• Provide an operator and vehicle equipped with a vacuum or suction pump and hoses.

• Remove a combined maximum capacity of 3,000 gallons of fuel oily wastewater from tanks #707.9, #707.10, and #707.11.

• Wastewater removal must be through a 4-inch diameter hatch on top of the tanks.

• Normal parking configuration requires no less than 20 feet of hose.

• All operations must meet requirements IAW DAFI 23-201 Chapter 8.2 Fuels Environmental and Safety Responsibilities.

• Contractor is responsible for reporting and promptly cleaning up all spills in a manner consistent with current environmental regulations.

• Contractor must reimburse the government for any associated costs if government material, equipment, or personnel are used for cleanup of a contractor-caused spill.

• Place of work performance: Main fuels storage yard behind building 708; 51 Ward Rd, Hampton, VA 23665.

• Services to be performed during normal base operating hours (0730-1630 Monday through Friday).

• Contractor must be able to accomplish tasks within 24 hours of service request.

• Contractor must call the Fuels Service Center (757-764-4105) 30 minutes prior to arrival.

• Contractor must have a Fuel Management Flight member escort while performing services within the Fuel Storage yard.

• Contractor shall comply with all requirements and procedures IAW DAFFARS 5352.242-9000, Contractor Access to Air Force Installations. All documentation shall be submitted prior to performance.
