Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for wastewater and grease removal services at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey.

• Wastewater and Grease Removal: The contractor shall provide all labor, equipment, tools, and materials for emptying, cleaning, inspection, transporting, and offloading wastewater from septic tanks, permanent latrine holding pits, and contractor-provided holding tanks. Grease trap contents must be disposed of off-site at an NJ State-approved location.

• Cleaning of Permanent Latrine Buildings: The contractor shall perform cleaning of permanent latrine buildings within 24 hours of notification.

• Holding Tank Services: This includes emptying, cleaning, and inspecting septic tanks, permanent latrines with holding pits, and contractor-provided holding tanks. The contractor may also be required to provide and service 1,000 and 10,000-gallon tanks on an as-needed basis.

• Grease Trap Cleaning: Complete removal of liquids and solids from grease traps, including manual removal if pumping is insufficient. Skimming of grease is not acceptable.

• Transportation of Effluent: Wastewater is to be transported to the Joint Base Wastewater Treatment Plant (WWTP). Grease trap waste requires off-site disposal.

• Service Calls: The contractor must respond to service calls for overflows or unusable holding tanks within 24 hours.

• Emptying of Wastewater: 95% of the time.

• Cleaning of Holding Tanks: 95% of the time.

• Inspection of Holding Tanks: 100% of the time.

• Transport of Wastewater: 95% of the time.

• Cleaning of Permanent Latrine Buildings: 95% of the time (within 24 hours of notification).

• Provide Holding Tanks: 90% of the time (delivery and hookup within 24 hours of notification).

• Service Calls: 95% of the time.

• Reports/Documentation: 95% of the time.

• Services are to be performed at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ.

• Normal hours of operation are Monday through Friday, 7:30 AM to 4:15 PM, with potential for deviations to ensure timely completion.

• Licensing: Contractor must be a New Jersey State certified licensed waste hauler and maintain licensing throughout the contract period.

• Reporting: Submit legible written reports and documentation for each service within 7 business days of completion. Provide pumping/trip tickets and disposal location information.

• Environmental Compliance: Comply with all applicable environmental laws and regulations. Responsible for spill cleanup and remediation.

• Safety: Comply with all base, local, State, and federal occupational safety requirements. Use of Personal Protective Equipment (PPE) is mandatory.

• Security: Comply with installation entry control procedures, including obtaining base passes and identification badges for personnel and vehicles.

• Personnel: Employees must conduct themselves professionally, wear distinctive company uniforms with identification badges, and adhere to tobacco policies.

• Government Furnished Property: Water for cleaning can be acquired at designated locations. The WWTP is available for use. Utilities are available without charge.
