Request for Information (RFI) / Sources Sought Notice

This RFI/Sources Sought Notice is for planning purposes to gather information from qualified and experienced sources regarding tactical and strategic C4ISR (Command, Control, Communications, Computers, Intelligence, Sensor and Reconnaissance) satellite and terrestrial support requirements for the Naval Satellite Communications Facility (NAVSATCOMFAC) in Lago Patria, Italy. This is not a solicitation for quotes, and no contract will be awarded from this announcement. The government is seeking to understand market interest, capability, and capacity for these commercial services.

The "Attachment" to this notice contains a Draft Performance Work Statement (PWS) detailing the requirements. Interested parties are encouraged to provide comments on the draft PWS and suggest alternative solutions.

Any potential contract resulting from this RFI is anticipated to be a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. Further details are in the draft PWS.

Interested parties should submit a capabilities statement (not exceeding two pages) addressing specific items, including:

• Full business name, address, POC, phone, email
• CAGE code
• Business size and category (Large, Small, 8(a), HubZone, etc.)
• Applicable GSA or SeaPort-e contract numbers, if available
• Experience with OCONUS hiring and obtaining country clearance in Italy
• A brief description of the company's ability to support the PWS requirements, with documentation of technical expertise.

Responses must be emailed to benjamin.m.bethel.civ@us.navy.mil by 1000 Central European Time on February 23, 2026. Late responses will not be reviewed.

The anticipated NAICS Code is 541330 (Engineering Services) with a Size Standard of $41.5 Million. PSC is DG01.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Telecommunications Operation & Maintenance (O&M) Support at the Navy Satellite Communications Facility (NAVSATCOMFAC) Lago Patria, Italy. The primary goal is to ensure continuous and reliable satellite and terrestrial communications support for various Department of Defense (DoD) commands.

The contractor shall provide comprehensive services including:

• Managing telecommunications operations and providing conference support.

• Operating and maintaining Teleport Communications Systems, including satellite terminals (C-band, Ku-band, UHF, AEHF), DISA Teleport Earth Terminals, DISN services, and associated equipment.

• Maintaining link, trunk, and circuit continuity and reliability (99% for trunks, 99.5% for links).

• Configuring and activating new links, circuits, and trunks within 15 minutes of the required time (90% of the time).

• Performing planned and corrective maintenance on Teleport systems equipment, adhering to Navy's 3M system and technical manuals.

• Providing training to NAVSATCOMFAC Lago Patria personnel and NCTS Naples JFTOCWO.

• Performing other mission support functions such as maintaining Standard Operating Procedures (SOPs), technical libraries, logs, and records.

• Managing inventories and circuit actions.

• Operating and maintaining MUOS Legacy Gateway Component (MLGC) and AC2 / SLM-5650B Modem Suite.

• Serving as the MET Supply Support System (SSS) site administrator.

• Maintain link, trunk, and circuit continuity and reliability.

• Activate new links, circuits, and trunks within specified timeframes.

• Achieve a weekly Planned Maintenance System (PMS) Recorded Accomplishment Rate (RAR) of no less than 90%.

• Respond to emergent taskings within defined limits.

• Monitor order wires and respond within five minutes of receipt (98% of the time).

• Maintain inventories and stocks with 98% accuracy and availability.

• Ensure circuit history folders and databases are 99% accurate.

• Report equipment failures via HAZCON and CASREP messages within specified timelines.

• Place of Performance: NAVSATCOMFAC Lago Patria, Italy.

• Contract duration includes a 30-day orientation/phase-in period, an 11-month base period, and potential option years.

• Personnel: Contractor personnel must possess appropriate security clearances (Secret), be US citizens, and have relevant technical experience and training in satellite communications operations and maintenance. Specific qualifications are detailed for Site Manager, Assistant Site Manager, and ISSO roles.

• Phase-In/Phase-Out: A 30-day phase-in period is required for orientation and transition. A 30-day phase-out period is required for turnover to a new contractor or government personnel.

• Quality Control: Contractor must implement a Quality Control (QC) Program and a Quality Control/Performance Monitoring Plan.

• Security: Compliance with physical, personnel, and information security programs is mandatory, including specific requirements for cyber security workforce qualifications (DoD Cyber Workforce Framework - DCWF).

• Government Furnished Property (GFP): The Government will provide facilities, equipment, and utilities. The contractor is responsible for maintaining and reporting on GFP.

• Contractor Furnished Items: The contractor is responsible for providing necessary materials, supplies, equipment, tools, and safety/protective equipment not provided by the Government.

• Licensing: Contractor must obtain necessary Italian licenses for operating commercial Earth Terminals.
